Position Summary and Job Duties
The Cloud Operations Administrator is responsible for the design, configuration, and oversight of Rock County's cloud-based infrastructure and dependencies. This role provides expertise in cloud services, security, and automation, with an emphasis on maintaining high levels of system availability and performance across multiple cloud platforms. The Cloud Operations Administrator will collaborate with cross-functional teams to recommend and implement cost-effective cloud-based solutions. This role is responsible for providing oversight to Rock County's cloud operations, ensuring consistent policies and standardization. This position is also responsible for developing policies and KPI's for responsible cost containment of all cloud resources.
The primary role of the Cloud Operations Administrator is to ensure data and resource integrity, provide standardization, and ensure compliance across all cloud platforms and their dependencies employed by Rock County. This includes, but is not limited to, administration and governance of Azure, Identity and Access (Entra ID, Active Directory), Wasabi storage, and other future implementations of Rock County cloud presence.
The Cloud Operations Administrator will provide oversight of policies, procedures, standardizations, and compliance of all Cloud operations and its dependencies. Dependencies include, but is not limited to, Microsoft M365 and Microsoft Intune.
10% - System Security and Compliance
  • Develop, implement, and utilize NIST security and compliance baselines for IT cloud-based systems to improve Enterprise Systems security and compliance posture
  • Collaborate with IT Security to implement and maintain security and compliance with Rock County Security Policy, governing bodies and standards (HIPAA, PCI, CJIS, etc.)
  • Apply established baselines to derive trend insights and KPIs that support operational efficiency and compliance initiatives.
  • Maintain Security and Compliance across Azure and Entra ID per Rock County policies and NIST recommended actions
60% - Operations
  • Design, deploy, operate, and maintain resilient cloud environments to enable efficient delivery of resources
  • Design processes, improvements, and automation related to cloud platforms and technologies
  • Act as Subject Matter Expert in specific designated areas and technologies, including but not limited to Microsoft Azure, Microsoft Entra ID, and Identity Governance operations (Identity and Access)
  • Track and monitor cloud environment metrics to determine growth and resource constraints (Cost Containment)
  • Provide mentorship to team members when necessary
  • Support implementation of security policies, standards, guidelines, and governance
  • Work with development team to help architect and build scalable, highly available applications
  • Work with Security team to build and maintain a safe and reliable Identity Access Management environment for systems access
  • Support and Maintain oversight of on-prem Active Directory
  • Ensure compliance with organizational policies and industry standards, including existing and future Saas implementations and migrations
  • Develop well-architected cost management and reporting practices
  • Develop and maintain automation scripts using PowerShell, Azure CLI, or Terraform to streamline administrative tasks as necessary
  • Maintain oversight of cloud networking, following best practices for security and compliance requirements
  • Provide direction and strategy recommendations to Enterprise Systems Supervisor and Governance
  • Ensure business continuity and disaster recovery requirements for all relevant cloud resources are implemented
  • Complete related Ivanti Service Requests, Incidents, jobs, and tasks in a timely manner consistent with current policies and service level agreements

  • Display and maintain technical proficiency for tier 2 and partial tier 3 troubleshooting, optimizing, and maintaining IT cloud systems and associated technologies

  • Must be able to occasionally work weekends, evenings, or split shifts

Employees are paid every two weeks on Friday (26 checks in a year). Paychecks are directly deposited in the employee's bank account. There is a two-week delay between the pay period worked and the payday. New employees generally wait four weeks before they receive their first check, which is a live paper check. Direct deposit is a requirement of employment.

The following holidays are observed by the County and shall be granted to regular employees with pay and to temporary employees without pay, unless such employees are required to be on scheduled work:

Rock County offers a dual choice point of service plan. Employees will have a choice to elect coverage with either Dean Health Care or Mercy Health Care. Employees can enroll within the first 30 days of employment, after that there is an annual open enrollment period in the fall. In the case of a qualifying event (birth, marriage, FTE increase, loss of coverage, etc.), the employee will also have 30 days to enroll or make changes. No exceptions will be made. The County will pay 90% of the premium for health insurance and the Employee may earn the remaining 10% of the premium, based on the terms of participation of the Healthy Employee Incentive Program.
  • Sick Leave (Policy 5.39):

Sick leave pay shall commence on the first day of any period of illness due to accident, injury, or disease.
All full-time employees shall earn one sick leave day per month of continuous employment. All part-time employees whose regular workweek is sixteen hours or more shall earn one sick leave day on a prorated basis directly in relation to the normal full time employment period. All part-time employees, who work less than sixteen hours per week, shall not earn sick leave. Temporary and seasonal employees are not eligible for sick leave. Sick leave shall accrue to a maximum of one hundred thirty days.

The County offers a dental plan through Delta Dental and will pay 60% of the applicable
premium for the lowest cost plan. Employees can enroll within the first 30 days of
employment, after that there is an annual open enrollment period in the fall.
