Program Manager, Medicaid Systems
Are you an experienced program leader who thrives on managing complex, large-scale technology initiatives?
Can you build strong client relationships while leading cross-functional teams to successfully deliver critical government healthcare transformation programs?
About the Role
As a Program Manager, you will provide overall leadership and management for a large-scale Medicaid technology program, serving as the chief liaison to the client for design, development, implementation, Certification, maintenance, and modification activities. In this highly visible leadership role, you will oversee Project Managers, coordinate cross-functional teams, and collaborate with Medicaid Enterprise System (MES) Module Contractors to ensure seamless integration of services across the program.
Working closely with client stakeholders and internal teams, you will support the successful execution of client plans, procedures, and protocol guides while ensuring compliance with State and Federal requirements. You will oversee program execution, contract administration, resource management, and Certification activities to ensure all phases of the program remain on schedule throughout Design, Development, and Implementation (DDI) and Certification.
This role is ideal for an experienced leader who excels at managing complex technology programs, fostering strong client partnerships, and delivering successful outcomes in a government healthcare environment.
This position is contingent upon the award of a government contract. Recruiting and interviewing activities may occur prior to contract award; however, employment and start dates are subject to contract award, funding, customer approval requirements, and/or satisfaction of any applicable pre-employment conditions.
Responsibilities
• Provide management of the project and Project Managers to ensure successful program execution.
• Serve as the chief liaison to the client for design, development, implementation, Certification, maintenance, and modification activities.
• Collaborate with Medicaid Enterprise System (MES) Module Contractors to ensure seamless integration of services.
• Support Project Managers in the effective and efficient execution of client plans, procedures, and protocol guides.
• Serve as the point of contact for the contract, including deliverables, risks, issues, decisions, and action items during Design, Development, and Implementation (DDI) and Certification.
• Coordinate project scope and management activities during DDI and Certification.
• Coordinate project scheduling and the provision of resources during DDI and Certification.
• Prepare and deliver regular status reports during DDI and Certification.
• Manage contract administration activities, including coordination of contractual deliverables and basic invoicing requirements.
• Prepare formal communications and correspondence with the client during DDI and Certification.
• Manage contract resources, including onboarding, training, and staff assignments during DDI and Certification.
• Ensure all program phases remain on schedule during DDI and Certification.
• Ensure compliance with all State and Federal requirements.
• Ensure the program follows client plans, processes, procedures, and protocol guides.
• Support PMO audits and participate in Change Advisory Board (CAB) meetings.
• Serve as key personnel throughout the life of the contract.
Requirements
• Bachelor's degree in Computer Science, Information Systems, Business, or a related field, or anequivalent combination of education and experience.
• Minimum of eight (8) years of experience managing multi-supplier projects or similarly complex integration efforts.
• Minimum of four (4) years of experience supporting the Medicaid Enterprise Certification Toolkit, Outcomes-Based Certification, Streamlined Modular Certification, or other Certification efforts.
• Working knowledge of the Medicaid Transformation Initiative, Medicaid Information Technology Architecture (MITA) 3.0, and the CMS Seven Standards and Conditions.
• Project Management Professional (PMP) certification or equivalent project management certification required.

For this position, actual salaries will vary and may be above or below the range based on various factors including but not limited to location, experience, and performance. In addition to base pay, this position, based on business need, may be eligible for a bonus or incentive. In addition, Conduent provides a variety of benefits to employees including health insurance coverage, voluntary dental and vision programs, life and disability insurance, a retirement savings plan, paid holidays, and paid time off (PTO) or vacation and/or sick time. The estimated salary for this role is $120,000-$150,000
