Job description

Job Summary:

The Program Manager provides overall leadership and management for a complex federal information technology program, delivering agile software sustainment, cloud management, data analytics, cybersecurity, and programmatic support services. This role oversees cross-functional technical teams to ensure high-quality solution delivery, compliance with Government requirements, and effective coordination among stakeholders. The Program Manager drives modernization initiatives, including migration to low code/no code environments, while managing cost, schedule, performance, and risk in support of mission-critical objectives.

Position supports a long-term Army logistics IT modernization effort.

Employment is contingent upon contract award and continued Government funding.

Supervisory Responsibilities:
  • Directly supervises program staff, including technical leads and functional managers.
  • Provides oversight of subcontractor personnel and crossfunctional agile teams.
  • Responsible for workforce planning, performance management, staffing alignment, and professional development.
  • Duties/Responsibilities:
  • Lead and manage agile teams performing software development and sustainment, database administration, application integration, cloud operations, and customer support using Scrum, Kanban, and DevOps/DevSecOps methodologies.
  • Act as the primary interface with Government program managers, CORs, stakeholders, and strategic partners to deliver logistics information products.
  • Oversee migration activities to low code/no code platforms, with flexibility to adapt to evolving Army and mission requirements.
  • Ensure compliance with Army and DoD cybersecurity requirements, including RMF, STIG implementation, Section 508 accessibility standards, and mandated certifications.
  • Ensure all contract deliverables and documentation are completed in accordance with CDRLs and performance requirements.
  • Manage program execution, including cost, schedule, labor hours, burn rates, and resource utilization; provide accurate monthly status and cost reports.
  • Plan and execute phasein and phaseout activities, ensuring continuity of operations, knowledge transfer, and documentation.
  • Ensure all personnel maintain required security clearances and complete mandatory Government training (e.g., AT Level I, OPSEC, CIAR, cybersecurity).
  • Drive continuous process improvement, innovation, and risk mitigation across the program.
  • Ensure all personnel maintain technical certifications required to sustain program requirements.
  • Preferred Qualifications:
  • Experience integrating COTS, GOTS, AI/ML, and large language models into enterprise IT environments.
  • Prior experience managing service desk operations and Government property accountability.
  • Strong stakeholder engagement skills and customerfocused approach.
  • Familiarity with the Army Vantage Program.
  • Extensive knowledge and relationships with Army Materiel Command (AMC).
  • Experience (Required):
  • Minimum of 8 years of experience in IT program or project management.
  • Demonstrated experience supporting DoD, Army, or other defenserelated programs.
  • Proven leadership of large, multidisciplinary technical teams in complex environments.
  • Handson experience with agile software sustainment/development, DevOps/DevSecOps practices, CI/CD pipelines, cybersecurity, and cloudbased solutions.
  • Physical Requirements:
  • Remain seated and work at a computer for extended durations.
  • Use a keyboard, mouse, and monitor effectively for long periods.
  • Communicate clearly via video conferencing, phone, and email.
  • Work Environment/ Location:
  • Primarily a professional office environment.
  • Work performed onsite at Government facilities on Redstone Arsenal, AL.
  • Travel Required:

    This position does not require regular travel. However, occasional travel may be requested to support company events, team meetings, or customer-related activities as needed. Any such trip will be communicated in advance and coordinated accordingly.

  • Must possess an active SECRET security clearance.
  • Ability to obtain and maintain a Top Secret clearance if required by the Government.
