Title: Security Program Manager - Interim Housing Division: HOPICS
FLSA: Exempt, Full-Time Supervisor: Senior Manager of Operations & Safety
Pay Scale: $3,750.00 - $4,375.00 Semi-MonthlySummary
Under the direction of the Interim Housing Senior Manager of Operations & Safety, the Security Program Manager is responsible for overseeing, coordinating, and ensuring the effectiveness of security operations across multiple interim housing sites serving families and single adults. This position promotes safe, respectful, and client-centered environments through the implementation of trauma-informed practices, Housing First principles, Harm Reduction strategies, and low-barrier service models.
The Security Program Manager provides leadership and oversight to security personnel, manages crisis response and incident investigations, ensures compliance with agency and regulatory standards, and oversees administrative and budget-related functions. This position works collaboratively with program leadership to maintain secure and supportive shelter environments for clients, staff, and visitors.Essential Functions
Security Operations & Site Oversight
• Oversee daily security operations across multiple interim housing locations.
• Ensure compliance with agency policies, procedures, and safety protocols.
• Maintain adequate security staffing coverage through scheduling and workforce planning.
• Monitor and maintain access control systems and visitor management processes.
• Apply Housing First, Harm Reduction, and low-barrier service principles in all security operations.
Multi-Site Coordination & Leadership
• Coordinate staffing assignments, scheduling, and deployment across multiple sites.
• Serve as the liaison between security staff and Interim Housing leadership teams.
• Align security operations with programmatic goals and participant-centered services.
Safety Monitoring & Risk Management
• Identify and address safety concerns, including trespassing, contraband, behavioral incidents, and environmental hazards.
• Conduct routine safety inspections, security audits, and site assessments.
• Ensure protocols are in place to protect client safety, dignity, and privacy.
• Oversee amnesty locker procedures and sharps disposal practices.
Crisis Intervention & Incident Response
• Lead crisis intervention efforts using trauma-informed and de-escalation techniques.
• Serve as the primary point of contact during emergencies and critical incidents.
• Coordinate responses with law enforcement, fire departments, and emergency medical personnel.
• Support emergency preparedness, evacuations, medical emergencies, and critical incident management.
• Ensure staff are trained in Naloxone (Narcan) administration and overdose response protocols.
Staff Supervision & Development
• Supervise Security Program Supervisors and provide oversight to all security personnel.
• Conduct employee evaluations, coaching sessions, and corrective actions.
• Manage scheduling, attendance, and overtime administration.
• Develop and deliver staff training programs, including:

  • Safety and Security Procedures
Data, Reporting & Administrative Oversight
• Ensure accurate completion and review of incident reports and security documentation.
• Review schedules, invoices, staffing records, and operational reports.
• Analyze incident trends and implement strategies to improve site safety.
• Assist with budget development, monitoring, and resource allocation.
Compliance & Collaboration
• Ensure compliance with agency policies, funder requirements, and applicable regulations.
• Verify required safety and security postings are current and visible.
• Collaborate with program leadership, operations teams, and external stakeholders.
• Maintain partnerships with law enforcement, emergency responders, and community organizations.
• Represent the Agency professionally at meetings, trainings, and community events.
• Collaborate with Interim Housing leadership to maintain and update Critical Incident policies and procedures.
Required Agency Standards
• Maintain regular attendance.
• Uphold the Agency's mission, values, policies, procedures, and principles.
• Perform other duties as assigned.Secondary Functions
• Provide on-call support as needed.
• Support emergency response efforts, audits, and special projects.
• Work evenings, weekends, holidays, and non-traditional hours as required.Minimum Qualifications - Knowledge, Skills and Abilities Required
Education & Experience
• Three (3) to five (5) years of security experience required.
• Minimum one (1) year of supervisory or leadership experience required.
• High School Diploma or GED required.
• Valid BSIS Guard Card required.
• CPR and First Aid certification required.
• Naloxone (Narcan) training required.
• Valid California Driver's License, current automobile insurance, and reliable transportation required.
• Successful completion of background clearance and employment eligibility verification.
Knowledge
• Security operations and risk management practices in congregate living environments.
• Crisis intervention, trauma-informed care, de-escalation techniques, Housing First, and Harm Reduction principles.
• Safety regulations, incident management, and emergency response procedures.
Skills
• Staff supervision, leadership, and team development.
• Conflict resolution and crisis management.
• Report writing, documentation, and data analysis.
• Proficiency with Microsoft Office Suite, including Word, Excel, and PowerPoint.
Abilities

• Experience working with individuals experiencing homelessness.
• Associate's Degree or higher preferred.

• Direct supervision of Security Program Supervisors.
• Indirect oversight of all security personnel assigned to Interim Housing programs.
• Participation in hiring, onboarding, scheduling, performance management, training, and disciplinary processes.Environmental Conditions (Working Conditions)
This position works in both office and field environments across multiple program locations. The incumbent may be exposed to outdoor weather conditions, high-noise environments, emergency situations, and interactions with individuals experiencing crisis, behavioral health challenges, or homelessness.Physical Requirements
• Ability to stand, walk, sit, and drive for extended periods.
• Ability to lift and carry up to 50 pounds.
• Ability to communicate effectively both verbally and in writing.Mental Requirements
This position requires the ability to manage frequent interruptions, shifting priorities, and high-pressure situations. The incumbent must be able to think critically, make sound decisions, maintain professionalism, and effectively manage crisis situations while supporting staff and program operations.
