Overview
AMERICAN SYSTEMS is an employee-owned federal government contractor supporting national priority programs through our strategic solutions in the areas of Information Technology, Test & Evaluation, Program Mission Support, Engineering & Analysis, and Training.The Program Manager will lead the contractor team responsible for delivering comprehensive Information Technology (IT) support services to a Federal law enforcement customer. Serving as the principal point of contact with Federal law enforcement customer leadership and the Contracting Officer Representative (COR), the Program Manager will oversee all aspects of program delivery-scope, schedule, budget, quality, risk, and personnel management.
This position is critical to achieving the customer's mission objectives supporting law enforcement, counter-intelligence, and security functions worldwide.
Responsibilities
  • Exercise overall management and on-site leadership of the contract, its projects, and personnel.
  • Develop and maintain Program/Project Management Plans, Quality Assurance Plans (QAP), project schedules, and project artifacts as required.
  • Oversee program financial success; monitor costs to ensure best value to the Government.
  • Coordinate cross-division collaboration and reach-back to Subject Matter Experts (SME) as required.
  • Conduct regular reviews, identify and manage progress, risks, and issues; provide status and performance reports.
  • Develop and deliver interim progress reviews (IPRs) and senior management reviews (SMRs).
  • Ensure contract deliverables are produced and delivered on schedule, and contract compliance is maintained.
  • Benchmark and compare contractor performance to industry standards, recommending and implementing performance improvements.
  • Maintain staffing levels and skillsets appropriate to meet contract requirements.
  • Ensure compliance with government policies, security requirements, and processes (including CMMI, Agile, SDLC, and cyber requirements).
  • Serve as the authorized point of contact and represent the contractor to NCIS leadership, COR, and stakeholders.
  • Provides direction, prioritization, coordination, and conflict resolution while managing project teams that accomplish project objectives.

Qualifications
  • U.S. Citizenship required.
  • Active TS/SCI security clearance required at contract start.

Experience:
  • Minimum of 15 years intensive and progressive experience in Information Technology (IT) or engineering management.
  • Demonstrated ability to manage teams of 40+ IT professionals in diverse geographic locations and disciplines.
  • At least 5 years of direct experience managing complex organizations with full responsibility for organizational financial success.
  • Demonstrated expertise in project and risk management, leading multi-priority IT programs.
  • Experience in Federal or Department of Defense IT environments preferred.

Certifications:
  • Project Management Professional (PMP) certification required.
  • Skilled in the use of MS Project or similar project management tools.

Skills and Competencies:
  • Excellent written and verbal communication skills-able to brief and interact with all levels of management and stakeholders.
  • Demonstrated ability to manage scope, schedule, budget, risk, quality, and performance on large, multi-year IT contracts.
  • Ability to execute cross-domain and cross-functional collaboration.
  • Knowledge of Federal acquisition regulations, contract administration, and financial reporting.
  • Commitment to process improvement, innovation, and quality management standards as referenced in CMMI and industry best practices.

Desired Skills
  • Experience supporting Federal law enforcement or Defense IT programs.
  • Experience implementing capability maturity models and continuous improvement initiatives.
  • Strong understanding of cyber security frameworks, configuration management, and information assurance.
  • Experience with cloud migration, enterprise network transformations (NEN, NMCI, ONE-NET, NGEN), and supporting highly secure environments.

AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $198,400.00/Yr. - USD $331,500.00/Yr. Actual compensation will be determined based on several factors permitted by law.
