Our Client is seeking a senior, experienced IT Program Manager to join the Project & Product Delivery portfolio. This position is in Mechanicsville, Virginia.

Candidate will lead and manage Project & Product delivery program team using Agile, SAFe, Waterfall and Kanban methodologies. This includes working with Release Train Engineers (RTEs), Project Managers, and Scrum Masters to ensure delivery of initiatives. Working closely with all stakeholders including the senior leadership, business, cross functional teams and vendors.

Job Responsibilities

  • Lead and oversee program initiatives to ensure successful planning, execution, and delivery.
  • Collaborate with business stakeholders to align priorities, resources, and strategic objectives.
  • Monitor program schedules, critical paths, risks, issues, budgets, and KPIs, escalating concerns as needed.
  • Ensure compliance with our client policies, standards, procedures, and project governance requirements.
  • Provide leadership and guidance to Project Managers, Release Train Engineers, and Scrum Masters on project delivery, risk management, scheduling, budgeting, and organizational change.
  • Establish and support Agile, Scaled Agile, Kanban, and Waterfall project management frameworks while serving as a subject matter expert in Microsoft Project Online (POL).
  • Define program governance, control points, and performance metrics to drive consistent execution and continuous improvement.

Required Skills & Experience

  • 10+ years of experience leading cross-functional teams and managing complex, enterprise-wide programs with multiple workstreams.
  • Expertise in Agile, SAFe, Scrum, Kanban, and Waterfall methodologies, with the ability to adapt to changing priorities.
  • Strong leadership, communication, facilitation, and stakeholder management skills across all organizational levels.
  • Proven experience in project portfolio management, governance, organizational change, risk mitigation, budgeting, and critical path management.
  • Advanced proficiency with Microsoft Project Professional, Project Server, SharePoint, Microsoft Teams, Planner, Azure DevOps, and Power BI.
  • Deep knowledge of project management tools, best practices, lifecycle management, and process improvement, with the ability to develop clear documentation.
  • PMP certification required; Program Management (PgMP) and SAFe certifications preferred.
  • Self-starter with strong analytical and problem-solving skills, capable of driving strategic initiatives and delivering results in a highly matrixed environment.
