Description
Under the general supervision of the Compensation and Development Manager, this position performs professional level work that focuses on the professional development of all city employees. The Learning and Development Administrator plays a key role in researching, identifying, and developing compliance and skills-based training to meet the needs of various departments and the city. This role involves conducting needs assessments, contributing to strategy development, designing and launching training programs, and recommending innovative delivery methods for training across the city.
Examples of Duties
  • Researches, develops, schedules, implements, and delivers in-person, online, and hybrid training programs for employees, supervisors, managers, and senior leadership, including orientation, quarterly training sessions, and collaboration with external consultants.
  • Conducts departmental and city-wide training needs assessments, collaborating with department leads and senior leadership to identify skills gaps and improvement opportunities.
  • Launches post-training surveys to gather participant feedback, analyzes results, and prepares reports with recommendations to continually enhance training programs.
  • Communicates upcoming training opportunities to employees, promoting the learning and development culture through recruitment, onboarding, and internal employee communications.
  • Stays current on changes to employment laws and recommends mandatory compliance training, as well as modifications to policies and procedures in accordance with state and federal regulations.
  • Cultivates and maintains positive relationships with management and staff to facilitate ad-hoc training needs, career development opportunities, and succession planning for key staff departures.
  • Develops performance-based training in response to employee, departmental, and city-wide requests.
  • Coordinates logistics for organization-wide training events, including participant lists, venue selection, trainer recommendations, materials, IT support, and catering as needed.
  • Tracks and maintains employee training records in the Learning Management System (LMS) and Human Capital Management platform.
  • Collaborates with the Communication and Marketing department to establish a cohesive Learning and Development brand both online and in print.
  • Plans, coordinates, and implements a variety of employee onboarding and offboarding education, training, succession management, and leadership development programs.
  • Creates and maintains a learning and development progression program to enhance employee promotional opportunities, succession, and development.
  • Develops and maintains organizational communications such as intranet bulletin boards, dedicated learning and development webpage and newsletters to ensure employees are informed about training and development events and resources.
  • Trains and supports various department personnel on the use and best practices of the Learning Management System (LMS); serves as the City's "Super-User" and works closely with the Information Technology department and the LMS provider to troubleshoot issues and ensure technological effectiveness.
  • Prepares and distributes correspondence, reports, spreadsheets, and other documents as needed or directed by management.
  • Performs other duties as assigned.

Typical Qualifications
Bachelor's Degree in Human Resource Management, Business Management or other related curriculum. Master's degree in HR preferred. Must have 5 or more years progressively responsible experience in organizational development, training, design and delivery of adult learning and development programs, or related field.
Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements. IPMA-CP or SHRM-CP preferred.

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.
