Job description

Description Oversees human resource management and human resource development activities of Clayton County Health District to maximize the strategic use of human resources. Maintains functions such as employee compensation, recruitment, policy development, and regulatory compliance. Oversees the development and implementation of human resources policies.

Provides leadership to subordinate managers and staff. Job Responsibilities Develops, implements, and maintains human resources policies, procedures, and practices in compliance with applicable State and Federal laws and regulations. Provides leadership and oversight of human resources functions, including position management, recruitment and staffing, compensation, benefits, employee relations, performance management, workforce planning, and regulatory compliance.

Directs the development, implementation, and evaluation of HR programs, initiatives, and strategies, including training, workforce development, competency assessment, and organizational effectiveness. Conducts and directs research and analysis to evaluate and improve HR business practices, including workforce planning, strategic staffing, competency assessment, and total compensation. Oversees the agency's performance management and training needs assessment, planning, implementation, and evaluation processes.

Provides guidance and oversight regarding employee relations, progressive discipline, grievances, and complex personnel matters, including communicating with legal counsel as appropriate. Provides information and advice to employees, supervisors, and managers regarding employee relations issues and personnel policies, practices and regulations. Oversees the development, revision, and maintenance of comprehensive job descriptions and position-related documentation.

Directs the accurate and timely processing of personnel transactions and ensures effective administration of HR processes. Leads and supervises department staff, including establishing priorities and work assignments; interviewing, hiring, training, evaluating, disciplining, and, when necessary, terminating employees. Manages HR administrative activities and ensures effective and cost-efficient use of State resources in the delivery of compensation, benefits, employment, and other HR functions.

Serves as a liaison with external entities, including other agencies, organizations, committees, task forces, and other stakeholders. Provides leadership and direction to subordinate managers and staff and promotes effective delivery of HR services throughout the agency. Performs other duties as assigned.

Minimum Qualifications High School Diploma/GED and six (6) years of managerial or supervisory experience in human resources; or two (2) years of experience at the lower-level Sr Mgr., Human Resources (HRM012) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provide the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year. Additional Information PREFERRED QUALIFICATIONS: Two years of Public Health experience Hands on proficiency with HRIS Organizational and communication skills
