Introduction
This position is in the District of Columbia Health Benefit Exchange Authority (DCHBX). The mission of the Health Benefit Exchange Authority is to implement a health care exchange program in the District of Columbia in accordance with the Patient Protection and Affordable Care Act (PPACA) of 2010 and the District of Columbia Health Benefit Exchange Authority Establishment Act of 2011, thereby ensuring access to quality and affordable health care to all District of Columbia residents.
This position is within the Health Coverage and Innovation, Individual Market (IVL) Technical Team, which is responsible for providing technical solutions and eligibility and enrollment services for individuals and families seeking to obtain health and dental insurance via DC Health Benefit Exchange's online marketplace (dchealthlink.com).
The incumbent is responsible for providing technical solutions and analyses to the IVL team, helping individuals and families explore coverage options in the marketplace, and assisting them in resolving technical issues that impact enrollment. The Program Analyst collaborates with IVL Member Services and other teams to resolve issues and problems encountered by individuals and families regarding their DC Health Link coverage, as well as coverage in public health programs such as Medicaid.
MAJOR DUTIES
Gathers and organizes information from a variety of sources such as records, computer files, previous studies, and interviews, analyzes information to identify issues and isolate problems, develops solutions and measurements of productivity and effectiveness for use by others, develops detailed briefings and reports of findings and recommendations, and convinces others to implement recommendations.
Organizes and delivers briefings to present findings, solutions, and recommendations to managers, and prepares option papers and similar staff reports.
Assignments may involve independent studies to determine the proper organization and structure of the activities of an agency, department, or large office; the conduct of studies to measure and track the progress and accomplishments of a District of Columbia organizational component dedicated to a major assigned organizational function; the planning of a single program to be carried out by various field organizations by identifying, collecting, and analyzing appropriate information, and presenting findings; devising new internal structures for an organizational component within a major office of an agency, department or large office.
In addition, the Program Analyst would investigate, analyze, and propose technical solutions to solve issues of coverage. The Program Analyst must be familiar with the IT platform and translate business needs into technical terms for development.
The Program Analyst must have knowledge of the Affordable Care Act and familiarity with the private health insurance market.
Qualifications and Education
Specialized Experience Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Collective Bargaining Unit: This position is not a part of a collective bargaining unit.
Position Destination: This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of the DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
