Job Description
AECOM is seeking experienced Construction Managers to support critical capital improvement and infrastructure projects for the Veterans Health Administration (VHA). These positions offer an exciting opportunity to contribute to projects that directly support the healthcare environments serving our nation's veterans while working alongside federal stakeholders, design professionals, contractors, and commissioning teams.
As the on-site Construction Manager, you will serve as AECOM's lead representative at the project site and act as the primary liaison with the Government's Contracting Officer Representative (COR). You will play a key role in overseeing construction-phase activities, facilitating communication among project stakeholders, proactively identifying and resolving issues, and helping ensure projects are delivered safely, efficiently, and in accordance with approved project objectives.
The successful candidate will bring a strong understanding of construction management practices, exceptional organizational skills, and the ability to manage multiple priorities in a collaborative and fast-paced environment. This role is ideal for a construction professional who enjoys being in the field, driving project execution, and serving as a trusted advisor throughout the construction lifecycle.
Responsibilities include:
Construction Period Phase Support
  • Support the establishment of temporary field offices and laydown areas at the project site.
  • Coordinate and manage the submittal review process and monitor contractor compliance with specification requirements.
  • Review contractor safety plans and monitor compliance with project safety requirements.
  • Monitor construction schedules with emphasis on milestones, phasing strategies, workflow sequencing, material deliveries, and testing/inspection dates.
  • Track long-lead materials and document schedule impacts.
  • Attend and support weekly or bi-weekly progress meetings and provide follow-up on Government action items.
  • Maintain and verify as-built documentation and ensure contractor redlines are properly maintained.
  • Perform routine field inspections and report deficiencies to the COR.
  • Compile inspection reports, defect lists, and corrective action follow-ups.
  • Assist with development of courses of action for field issues and construction conflicts.
  • Provide troubleshooting support and construction management expertise for resolving field issues.
  • Support commissioning activities with the ESCO Commissioning Agent and General Contractor.
  • Maintain marked-up sets of drawings and specifications for future as-built preparation.
  • Monitor quality control testing and inspection services performed by independent testing laboratories.
  • Support review of RFIs, change order proposals, and cost estimates.
  • Monitor project financial data, including budgets, obligations, payments, and cost projections.
  • Coordinate owner-furnished equipment and operational maintenance documentation.
  • Support relocation efforts and project closeout activities.

Claims Analysis and Dispute Resolution
  • Provide claims and dispute resolution support when required by the Government.
  • Prepare reports with supporting documentation related to claims.
  • Participate in meetings or negotiations with contractors regarding disputes.
  • Assist in preparation of appeal files and supporting documentation.
  • Conduct time impact analyses and evaluations of claimed delays.
  • Perform risk assessments related to potential claims exposure.

Project Management Support (Pre-Design / Design Phase)
  • Coordinate early planning efforts including site investigations, surveys, cost estimates, and preliminary scheduling.
  • Develop and maintain project schedules using VA-approved scheduling software.
  • Monitor project budgets and cost estimates and advise COR of potential funding issues.
  • Coordinate and facilitate project meetings, including preparation of agendas and meeting minutes.
  • Develop and maintain the Project Management Plan including:
    • Communication Plan
    • Schedule Management Plan
    • Quality Assurance Plan
    • Risk Management Plan
  • Participate in Value Engineering workshops and analyze cost-saving proposals.
  • Conduct market analysis to assess project delivery conditions.
  • Perform constructability and phasing reviews of contract documents.
  • Identify conflicts, discrepancies, or omissions in drawings and specifications.
  • Consolidate design review comments and submit summaries to the COR.
  • Enter and link project data in the VA Capital Asset Inventory (CAI) database.

Qualifications
Minimum Qualifications:
  • Bachelor's degree in Construction Management, Engineering, Architecture, or related field preferred plus eight years of related experience.
  • U.S. Citizen.

Preferred Qualifications:
  • Experience with federal construction projects strongly preferred.
  • Demonstrated knowledge of construction scheduling, cost control, and project documentation.
  • Experience reviewing submittals, RFIs, change orders, and contractor schedules.
  • Ability to perform field inspections and produce detailed reports.
  • Strong coordination and communication skills.
  • OSHA 30-Hour Construction Safety Training (within 60 days of Notice to Proceed).
  • VA Cyber Security Awareness Training (within 3 days of NTP).
  • VA Privacy and Information Security Awareness Training (within 3 days of NTP).
