Job Description

AECOM is seeking experienced Project Managers to support high-profile capital improvement, infrastructure modernization, and facility recapitalization projects for the Veterans Health Administration (VHA). These positions offer a unique opportunity to play a key role in enhancing healthcare environments that serve our nation's veterans while collaborating with federal stakeholders, healthcare leadership, design professionals, contractors, and commissioning teams on complex and mission-critical projects.

The Project Manager will provide onsite project management and advisory support for the planning, design, and construction delivery of facility and infrastructure improvement initiatives across VHA campuses. Serving as the contractor's onsite lead representative, the Project Manager will act as a trusted partner to the Government, facilitating coordination among VHA leadership, healthcare system representatives, architect-engineers, construction contractors, facility operations personnel, and other project stakeholders.

In this role, the Project Manager will oversee and monitor the execution of professional and technical services throughout the project lifecycle, ensuring alignment with established project objectives, schedules, budgets, quality standards, and operational requirements. The successful candidate will provide strategic guidance and recommendations to the Contracting Officer's Representative (COR), proactively identifying risks, resolving issues, supporting decision-making, and driving project performance to achieve successful outcomes.

This role is focused on project oversight, coordination, facilitation, and advisory services and does not assume responsibility for design decisions, construction means and methods, or contractor performance.

Project Oversight

  • Represent VHA in a professional manner and provide sound management advice regarding project performance.
  • Manage and coordinate all activities associated with design and construction delivery processes.
  • Provide support and management services to the COR to ensure projects achieve best value within schedule and budget.
  • Monitor contractor and designer performance and recommend corrective actions when necessary.
  • Stakeholder Coordination

Collaborate with stakeholders including:

  • VISN leadership
  • VA Medical Center staff
  • Architect-Engineers (A/E)
  • Construction contractors
  • Building occupants
  • VHA compliance committees and authority having jurisdiction
  • Facilitate consensus among stakeholders to resolve standards conflicts and advance project execution.
  • Risk & Issue Management
  • Proactively identify potential risks, delays, and conflicts.
  • Recommend mitigation strategies to minimize schedule impacts and claims.
  • Resolve conflicts promptly and keep the Government informed of potential disputes.
  • Schedule & Cost Management
  • Continuously review project schedules and progress.
  • Identify critical path issues and recommend acceleration strategies.
  • Support development of estimates and evaluation of contractor proposals.
  • Project Documentation & Meetings
  • Facilitate and document all project meetings.
  • Maintain project records including correspondence, construction administration documents, and as-built documentation.
  • Track project performance and maintain reporting systems.

Qualifications

Minimum Qualifications

  • Bachelor's degree in Engineering, Construction Management, Architecture, or related field plus eight years of experience in managing design and construction projects.
  • Experience with federal healthcare or hospital facility projects preferred.
  • U.S. Citizen Required
  •  Ability to obtain and maintain a favorable National Agency Check (NACI) and VA Personal Identity Verification (PIV) badge

Preferred Qualifications

  • Experience supporting projects for the U.S. Department of Veterans Affairs
  • Strong knowledge of: Construction contracts, Project scheduling, Risk management, Construction administration
  • Ability to coordinate multidisciplinary teams and stakeholders.
