Hardware Engineering SME 2
Location: NAVSTA Norfolk, VA
ESN is currently looking for a Hardware Engineering SME 2 to join a highly motived and skilled team, in support of the BA-ISEA program.
Duties:
  • Elicit, translate, and satisfy stakeholder needs with hardware solutions.
  • Identify technical specifications that provision capability requirements.
  • Request, receive, and evaluate quotations from third party vendors.
  • Conduct market research and create independent cost estimates.
  • Generate sub-component, component, and system baselines.
  • Assign and track assets with CMPRO
  • Comply with policy per Financial Improvement and Audit Readiness guidance.
  • Pack, distribute, accept, and handle material within NIWC Atlantic office and lab spaces.
  • Initiate DD1149 requisition and invoice/shipping forms.
  • Direct transportation movement requests to CONUS, OCONUS, and remote destinations.
  • Produce monthly delivery reports.
  • Verify accuracy of purchases with physical inspections and reviews of associated invoices.
  • Coordinate with Acquisition Engineering Agent on return material authorizations.
  • Collect, process, and dispose of degraded, obsolete, or unused items with Performance Based Logistics - Organic handovers, Real-Time Reutilization Asset Management distributions, Defense Logistics Agency Disposition Services, and peer-to-peer donations.
  • Prepare weekly catalogue of scarce and deficient resources.
  • Monitor cumulative pallet fees for warehouse inventory.
  • Cognizance of PMW 200 master schedule.
  • Perform static and dynamic burn-in tests for early failure detection (i.e., weak components, construction flaws, etc.) of newly procured devices.
  • Complete software/firmware installs and upgrades.
  • Execute Pre-Installation Test and Check-Out procedures for servers, switches, consoles, power distribution units, uninterruptible power supplies, and peripherals.
  • Populate rugged transportable cases with laptops, printers, drives, surge suppressors, and cables prior to deployment.
  • Stage and integrate subsystems, sliding rails, brackets, mounts, shelves, panels, and cable managers to open frames, cabinets, and enclosures.
  • Carry out functional acceptance testing to ensure adherence before release.
  • Collaborate with BA ISEA Alteration/Installation teams and end-users on the transfer of property.
  • Track status and availability of commercial off-the-shelf equipment used for existing system variants.
  • Recognize patch releases focused on fixing bugs and vulnerabilities.
  • Implement analysis of alternatives to find and compare selections that meet specific operational demands.
  • Recommend economical, high-performing, and low-risk replacement options for discontinued or unobtainable products.
  • Act upon impact assessments for changes of apparatus.

Experience Required:
  • Minimum Ten (10) + years demonstrated by a notable combination of the following:
  • Building, examining, and maintaining electrical equipment.
  • Strong problem-solving of common and complex technological issues.
  • Determining experiment conditions, instrument types, and trial methods.
  • Performing precise measurements and calculations using diagnostic and calibration tools.
  • Analyzing test results, evaluating resolutions, and redesigning or modifying equipment.

Education:
Technical Training in software maintenance and sustainment supporting DoN maintenance, logistics, and business systems.
Desired Skills:
  • Foundational knowledge of networking basics:
  • Concepts to connect and oversee local and wide area networks.
  • Application of servers, switches, routers, data storage, copper and fiber-optic cabling, and various essential elements.
  • General host and client IT administration along with disk and filesystem troubleshooting.
  • Ability to configure, utilize, and monitor desktop environments (Microsoft Windows, macOS, Linux distros) and server operating systems (Microsoft Windows Server, Red Hat Enterprise).
  • Familiar with virtualization practices (VMware, Microsoft Hyper-V, etc.) used to set up and run virtual machines (VMs).
  • Adept with advanced 2D and 3D modeling techniques towards detailed drawings for manufacturing ready-to-build parts that combine into a higher assembly.
