Job description

Position Summary
The Garnishment Specialist is responsible for overseeing the administration of employee wage garnishments and income withholding orders across multiple facilities. This position serves as the primary liaison between the company, ADP (our third-party garnishment administrator), employees, government agencies, and facility leadership to ensure all garnishments are processed accurately, timely, and in compliance with federal, state, and local regulations.
The Garnishment Specialist partners closely with Payroll, Human Resources, Legal, and ADP to resolve complex garnishment issues while maintaining exceptional customer service and ensuring regulatory compliance.
Essential Duties and Responsibilities
  • Serve as the primary internal subject matter expert for all employee wage garnishments.
  • Coordinate with ADP to ensure garnishment orders are established, maintained, modified, and terminated accurately.
  • Review incoming garnishment orders and ensure they are routed appropriately to ADP for processing.
  • Monitor garnishment activity to verify accurate withholding and remittance.
  • Research and resolve garnishment discrepancies, exceptions, rejected orders, and processing errors.
  • Communicate with federal, state, and local agencies regarding employee wage garnishments.
  • Respond to employee inquiries regarding garnishment deductions while maintaining confidentiality and professionalism.
  • Partner with facility HR and payroll contacts to gather necessary documentation and resolve garnishment-related issues.
  • Review bankruptcy notices, child support orders, tax levies, creditor garnishments, student loan orders, and other legal withholding notices.
  • Ensure compliance with federal, state, and local wage garnishment laws, including Consumer Credit Protection Act (CCPA) limits.
  • Track deadlines and ensure responses to agencies are completed timely.
  • Review payroll audits to verify proper withholding calculations and identify potential issues.
  • Coordinate with Payroll management and ADP to resolve escalated garnishment cases.
  • Maintain accurate electronic records and documentation for all garnishment activity.
  • Assist with payroll projects, system testing, and process improvements related to garnishments.
  • Develop and maintain garnishment procedures and internal documentation.
  • Identify opportunities to improve efficiency and strengthen internal controls.
  • Support payroll operations as needed during peak processing periods.

Qualifications
Required
  • 2+ years of payroll, garnishment, HR, accounting, or related experience.
  • Knowledge of payroll practices and wage withholding requirements.
  • Strong analytical and problem-solving skills.
  • Excellent organizational skills and attention to detail.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Strong customer service and communication skills.
  • Proficiency with Microsoft Excel, Outlook, and Microsoft Office.

Preferred
  • Experience working with Workday
  • Experience working with ADP Smart Compliance
  • Experience administering multi-state payroll garnishments.
  • Knowledge of federal and state garnishment regulations, including child support orders, tax levies, creditor garnishments, bankruptcy orders, and the Consumer Credit Protection Act (CCPA).
  • Experience working in a multi-state or multi-location payroll environment, preferably within healthcare or a similarly regulated industry.
