Job description

Position Summary

The Garnishments Coordinator is responsible for the administration, processing, and compliance of all employee wage garnishments, including federal, state, local, bankruptcy, child support, tax levies, creditor garnishments, and other court-ordered deductions.

This role works closely with Payroll Analysts, HR, Legal, Employee Relations, and external agencies to ensure all wage withholding orders are processed accurately, timely, and in accordance with federal and state regulations.

Employee requests and garnishment inquiries are managed through ServiceNow, requiring timely case management, thorough documentation, and resolution within established service level agreements (SLAs).

The ideal candidate has extensive experience administering wage garnishments in a high-volume enterprise payroll environment and is proficient with JD Edwards (JDE), ADP, and ServiceNow.

Responsibilities

  • Administer all employee wage garnishments for a large, multi-state workforce.
  • Process and maintain all types of garnishments, including:
    • Child Support Orders
    • Federal Tax Levies
    • State Tax Levies
    • Creditor Garnishments
    • Bankruptcy Orders (Chapters 7, 11, and 13)
    • Student Loan Garnishments
    • IRS and State Agency Levies
    • Administrative Wage Garnishments
    • Federal Agency Garnishments
    • Court-Ordered Wage Assignments
  • Review and interpret legal documents and determine withholding requirements based on federal and state laws.
  • Calculate withholding amounts in accordance with Consumer Credit Protection Act (CCPA) guidelines and state-specific regulations.
  • Partner closely with Payroll Analysts to ensure garnishment deductions are accurately processed during weekly and semi-monthly payroll cycles.
  • Utilize JD Edwards (JDE) and ADP to review payroll data, validate deductions, reconcile transactions, and resolve discrepancies.
  • Manage employee requests and garnishment inquiries through ServiceNow, ensuring accurate documentation and timely resolution within established SLAs.
  • Maintain customer-visible notes and internal documentation throughout the lifecycle of each ServiceNow case.
  • Process garnishment modifications, releases, suspensions, terminations, refunds, and priority changes.
  • Ensure timely remittance of all withheld funds to the appropriate agencies and jurisdictions.
  • Respond to employee questions while maintaining confidentiality and professionalism.
  • Communicate with courts, child support agencies, attorneys, federal and state agencies, and third-party administrators regarding wage withholding orders.
  • Audit payroll deductions to ensure compliance and resolve discrepancies prior to payroll completion.
  • Support payroll compliance, internal audits, and regulatory reporting.
  • Develop and maintain standard operating procedures related to garnishment administration.
  • Assist with payroll system enhancements, testing, and process improvements related to garnishment processing.
  • Maintain complete, accurate, and audit-ready documentation.

Qualifications

Required

  • 3–5+ years of experience administering wage garnishments in a high-volume, multi-state payroll environment.
  • Extensive experience processing all types of garnishments, including:
    • Child Support
    • Federal and State Tax Levies
    • Creditor Garnishments
    • Bankruptcy Orders
    • Student Loan Garnishments
    • Administrative Wage Garnishments
    • Court-Ordered Wage Assignments
  • Hands-on experience using:
    • JD Edwards (JDE)
    • ADP Payroll Systems
    • ServiceNow
  • Experience managing a high-volume ServiceNow case queue while meeting service level agreements.
  • Strong understanding of:
    • Consumer Credit Protection Act (CCPA)
    • Federal and State Wage Garnishment Laws
    • Child Support Enforcement regulations
    • IRS Tax Levies
    • Bankruptcy withholding requirements
  • Experience supporting weekly and semi-monthly payroll processing.

Preferred Qualifications

  • Experience supporting enterprise payroll environments with 50,000+ employees.
  • Experience with union payroll and collective bargaining agreements (CBAs).
  • Experience working within a Payroll Shared Services environment.
  • Experience supporting payroll system integrations between JD Edwards and ADP.
  • Knowledge of SOX controls, payroll compliance, and audit processes.
