Preconstruction Administrator
Saratoga County, NY

Fusco Personnel has been retained to recruit for a Preconstruction Administrator to join our client located in Saratoga County, NY. This is a full-time, direct hire opportunity.
The Preconstruction Administrator plays a critical role in supporting the pursuit and acquisition of new construction projects. This position is responsible for coordinating bid administration, proposal development, contract review, compliance management, and procurement activities throughout the preconstruction process.
The ideal candidate is highly organized, detail-oriented, and capable of managing multiple priorities while ensuring all submissions and documentation are accurate, compliant, and delivered on schedule.
Key Responsibilities
  • Track and coordinate bidding opportunities, procurement schedules, bid packages, addenda, and submission requirements.
  • Manage proposal development activities, including RFQs, RFPs, SOQs, compliance reviews, submission checklists, and proposal assembly.
  • Draft, edit, format, and maintain proposal materials, project profiles, resumes, safety documentation, and content libraries.
  • Review contracts, specifications, bid documents, and procurement requirements to ensure completeness, accuracy, and compliance.
  • Coordinate contractor prequalification packages, agency registrations, bid bonds, insurance requirements, and other pre-bid obligations.
  • Monitor contractual requirements, certifications, deliverables, and resolve compliance-related discrepancies.
  • Maintain organized records, bid logs, tracking systems, reports, and historical project information.
  • Support estimating, operations, and project management teams while driving process improvements, consistency, and accountability across preconstruction activities.
Qualifications
  • Associateโ€™s or Bachelorโ€™s degree preferred; equivalent experience will be considered.
  • 5+ years of experience in construction administration, proposal coordination, contract administration, estimating support, project coordination, or a related field.
  • Experience supporting heavy civil construction, infrastructure, engineering, public works, commercial construction, or similar industries preferred.
  • Knowledge of contracts, specifications, procurement documents, RFQs, RFPs, bid packages, and compliance requirements.
  • Experience with public procurement processes, municipal contracts, federal contracting, or agency bidding requirements is a plus.
  • Strong ability to read and interpret technical documents, contracts, and specifications.
  • Exceptional organizational, time management, and attention-to-detail skills.
  • Excellent written communication, editing, and document preparation abilities.
  • Ability to manage multiple deadlines and priorities in a fast-paced environment.
  • Professional communication skills and proficiency with Microsoft Office, including Word, Excel, and Outlook.
  • Paralegal/Legal experience preferred.
