Estimating AdministratorHeavy Civil Construction

Salary: $80,000 – $85,000

We're looking for a highly organized, detail-oriented, and proactive Estimating Administrator to help drive the pursuit and acquisition of new work. If you enjoy bringing order to complexity, managing multiple priorities, ensuring nothing falls through the cracks, and playing a key role in delivering winning submissions, this may be the opportunity you've been looking for.

This is more than a traditional administrative role. You will support the entire preconstruction process—from opportunity tracking and bid administration to proposal development, contract review, compliance management, and procurement coordination.

You’ll play a critical role in helping Schultz successfully compete for and win heavy civil construction projects by ensuring bids, proposals, qualifications packages, and contract requirements are organized, compliant, accurate, and submitted on time.

 What You’ll DoBid Administration & Opportunity Management

• Track bidding opportunities, procurement schedules, and bid calendars

• Coordinate bid packages, addenda, revisions, and procurement documents

• Maintain bid logs, opportunity tracking systems, and reporting documents

• Coordinate bid bonds, insurance reviews, and pre-bid requirements

• Monitor solicitation requirements, deadlines, and submission obligations

Proposal & Qualifications Development

• Coordinate proposals, qualifications packages, Statements of Qualifications (SOQs), and Requests for Proposals (RFPs)

• Review RFQs, RFPs, Invitations to Bid, and procurement documents for compliance regulations

• Develop proposal compliance matrices and submission checklists

• Draft, edit, format, and assemble proposal qualifications materials

• Maintain company marketing materials, project profiles, resumes, safety information, and proposal content libraries

• Ensure all proposal submissions are complete, accurate, compliant, and professionally presented

Contract & Compliance Administration

• Review bid documents, contract requirements, specifications, and procurement documents for completeness and compliance

• Coordinate contractor prequalification packages and agency registrations

• Track contractual obligations, certifications, and required deliverables

• Identify missing information, discrepancies, and compliance issues requiring resolution

• Maintain organized records of contracts and procurement documents

Process Improvement & Department Support

• Help improve processes, consistency, and accountability across pursuits

• Organize department files, reports, templates, and documentation

• Support estimating, operations, and project management teams

• Track historical bid information and performance metrics

• Communicates professionally and confidently with internal teams, owners, consultants, subcontractors, and agency representatives

 Qualifications

• Associate’s or Bachelor’s degree preferred, but equivalent experience will be considered

• 5+ years of experience in construction administration, proposal coordination, contract administration, project coordination, contract-focused paralegal work, estimating support, or a related field preferred

• Experience supporting heavy civil construction, infrastructure, engineering, public works, or commercial construction projects strongly preferred

• Experience reviewing contracts, specifications, procurement documents, RFQs, RFPs, or bid documents preferred

• Strong Microsoft Office proficiency, particularly Word, Excel, Outlook, and document formatting

• Exceptional organizational, time management, and document management skills

• Strong written communication, editing, and document production abilities

• Experience with public procurement processes, municipal contracts, federal contracting or agency bidding requirements is highly desirable
