Job description

Duties * This position requires military membership in the Puerto Rico Air National Guard (PRANG). * Selected applicant(s) will be required to complete an online Onboarding process. Requirements Conditions of employment * Selectee will be required to wear the military uniform.

* Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. * Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. * Males born after 31 December 1959 must be registered for Selective Service.

* May be required to successfully complete a TWO (2) years trial period. * Participation in direct deposit is mandatory. * Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.

* Loss of military membership will result in immediate loss of your full-time military technician position. * Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment. * Must possess a valid PR state driver's license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.

* Federal employment suitability as determined by a background investigation. Must be able to obtain and maintain the appropriate SECRET security clearance for the position within a ONE (1) year of the appointment. * Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.

* Continue employment in this position is contingent upon successful completion of the physical examination and periodic medical evaluation thereafter. * This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

* This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. * Individual selected for this position who is not qualified in one of the mentioned AFSC, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be AFSC Qualified. Qualifications AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

AREA 1 = All permanent Technician Enlisted (NG T32/NG T5) within Puerto Rico Air National Guard AREA 2 = All indefinite Technician Enlisted (NG T32/NG T5) within Puerto Rico Air National Guard AREA 3 = Enlisted currently serving members of the Puerto Rico Air National Guard First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES: As a HUMAN RESOURCES ASSISTANT (D2960000), GS-0203-7, you will provide limited technical assistance to Human Resources Specialists servicing both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state. Uses automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required. PHYSICAL DEMANDS: The work is sedentary.

Some work may require walking in offices and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.

WORK ENVIRONMENT: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. During emergency operations, may be working in an area that is not an established office environment.

Travel to emergency operations centers will be required and may be for extended periods of time. GENERAL EXPERIENCE: Clerical or administrative experience, education, and/or training which has provided the candidate with the ability to search for and compile information/data, process documents, and provide information about regulations, procedures, and programs. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-06 position or the equivalent TWELVE (12) months of specialized experience performing or supervising duties such as assisting higher graded specialists in determination of creditable service computation dates; providing guidance or information on benefits and services; assisting higher graded specialists in advising and assisting employees, supervisors, retirees, family members, and personal representatives on all matters pertaining to the Federal retirement systems, Civil Service Retirement System and Federal Employees Retirement System; assisting higher graded specialists in determination of eligibility for retirement and computing annuity estimates; assisting higher graded specialists in advising employees within the State for military service or previous CSRS and applicable FERS service; assisting higher graded specialists in explaining provisions of employee benefits and services on matters relating to Workers' Compensation; maintaining system management documentation and correspondence, regulations, directives, and guidance; ensuring that records are properly filed; running standardized queries and reports from various Human Resource Information Systems; monitoring system rejects such as pay adjustments, education, acquisition codes, or social security numbers, etc; determining a wide range of data items affecting legal authorities, pay, and benefits; processing requests for incentive awards; performing substantive administrative and clerical support duties in the areas of incentive awards, performance ratings, etc; monitoring suspense established for performance evaluations and annual reviews and ensuring timely and complete submission. Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements (30 semester hours or 20 classroom hours of instruction per week) for THREE (3) months of specialized experience.

Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to SIX (6) months of specialized experience. Courses must be directly related to the work of the position.
