Job description

Description The CSEA Juvenile Case Manager - Team Lead manages the child support aspects of Abuse, Neglect, and Dependency cases active within in the Fairfield County Court of Common Pleas - Juvenile Division. Communication and coordination with Juvenile Court, the Fairfield County Prosecutor's Office, and Fairfield County Protective Services occur at all points throughout the case management process. Leadership responsibilities associated with this Team Lead role include mentorship, training assistance, participation at CSEA Department Meetings, and the knowledge and ability to provide assistance to team members.

Duties 35% Provides direct child support case management to the non-misdemeanor Juvenile Court caseload as assigned by the Child Support Administrator (Deputy Director). Responsibilities will include managing child support cases existing within or to be established within the Fairfield County Court of Common Pleas - Juvenile Division. Such cases will generally be Abuse, Neglect, or Dependency in nature.

Management of these very fluid cases requires communication and coordination with Juvenile Court, the Fairfield County Prosecutor's Office, and Fairfield County Protective Services. Case management also requires utilizing the Ohio Office of Child Support's SETS computer system database, OnBase, as well as familiarity with the State of Ohio's SACWIS (Statewide Automated Child Welfare Information System) program. This position requires an all-encompassing case management approach touching on many aspects of the CSEA's general role.

20% Numerous financial case management responsibilities exist for these cases, which are often complicated due to multiple orders for the same child and/or the presence of a caretaker or Fairfield County Protective Services as the support recipient. Specific responsibilities include financial case audits, child support redirections, child support holds and releases and transferring these cases into the general enforcement caseload when the Juvenile court action concludes. Strong organization and communication skills are vital, as the status of these cases is prone to frequent changes.

15% Paternity and support order establishment coordination responsibilities are required as well. Such responsibilities include working with other CSEA personnel to ensure genetic testing is scheduled, completed, and the results are filed within Juvenile Court as ordered and within a timely manner. Additional responsibilities related to the establishment of support orders for parties to these cases as ordered by Juvenile Court.

Specifically, this position coordinates with other CSEA personnel to ensure guideline-relevant information is collected on behalf of the parties and then utilized in the child support recommendation issued by the CSEA. 10% The Juvenile Case Manager is responsible for the limited support order enforcement that occurs while these cases are active in Juvenile Court. The responsibilities include, but are not limited to, party location, party employment identification, issuance of support withholding orders to employers when appropriate, and communication with customers when requested or as necessary.

10% Leadership responsibilities for members of a caseload grouping within the CSEA (Modification Case Manager & Cashier) include mentorship, training assistance, participation at CSEA Department Meetings, and the knowledge and ability to provide assistance to team members. 5% Attend selected trainings, seminars, and meetings when appropriate. 5% Other related duties as assigned by the CSEA Supervisor and/or CSEA Administrator.

Qualifications Completion of two years technical training or undergraduate major core coursework in in criminology, social work, psychology or related field. - Or two years experience in performing child support functions to include conducting investigations to locate absent parents, establishment of paternity, and enforcement of child support orders. - Or one course or six months experience in interviewing techniques, one course or six months experience in business math, one course or six months experience in case preparation techniques, one course or six months experience in techniques of writing, and one course or six months experience in typing, keyboarding or word processing.

Or education, training and/or experience in an amount equal to the Minimum Qualifications stated above. Supplemental Information Unusual Working Conditions/Hazards The position does not require any unusual physical effort or exertion. As most investigations are conducted in-house, there is usually no physical danger to the employee.

Irate clients and other persons contacted in the course of the investigation could present a hazard. However, serious problems occur infrequently.
