Overview
Reporting to the Human Resources Director and exercising independent judgment within established guidelines, the Recruiter is responsible for managing the full-cycle recruitment process in a fast-paced, customer-focused environment. This position serves as a strategic partner to hiring managers and stakeholders to attract, assess, and hire qualified talent while ensuring compliance with all applicable federal, state, and local employment laws and organizational policies.
The Recruiter develops and executes recruitment strategies designed to identify, attract, and retain diverse, highly qualified candidates. The position utilizes a variety of sourcing methods, including applicant tracking systems (ATS), job boards, social media platforms, employee referral programs, networking events, career fairs, professional associations, educational institutions, and other traditional and nontraditional recruitment channels.
Essential Functions
Talent Acquisition and Recruitment
  • Manage the full-cycle recruitment process for assigned positions, including requisition intake, sourcing, screening, interviewing, selection, offer administration, and onboarding support.
  • Partner with hiring managers to develop recruitment strategies, establish selection criteria, and ensure timely filling of open positions.
  • Conduct intake meetings to understand position requirements, essential functions, qualifications, and workforce planning needs.
  • Develop and post job announcements in compliance with applicable employment laws and organizational standards.
  • Source active and passive candidates through various recruitment channels and talent pipelines.
  • Screen applications and resumes to evaluate candidate qualifications against established job-related criteria.
  • Conduct candidate phone screens and initial assessments using consistent, job-related screening practices.
  • Coordinate and schedule interviews, including travel arrangements when applicable.
  • Serve as the primary point of contact for candidates throughout the recruitment process and provide a positive candidate experience.
  • Facilitate selection processes while promoting fair, consistent, and objective hiring practices.
  • Prepare and extend employment offers in accordance with organizational policies and compensation guidelines.
  • Communicate employment terms, benefits, onboarding requirements, and pre-employment screening processes to candidates.

Compliance and Documentation
  • Ensure compliance with all applicable federal, state, and local employment laws and regulations, including but not limited to Equal Employment Opportunity (EEO), Affirmative Action (AA), ADA, FLSA, OFCCP requirements, and related employment regulations.
  • Maintain accurate and complete recruitment records, interview documentation, disposition codes, and applicant data in the ATS.
  • Support Affirmative Action Plan objectives, workforce diversity initiatives, and required reporting activities.
  • Monitor recruitment activities to ensure consistency, legal compliance, and adherence to organizational policies.
  • Ensure confidentiality and proper handling of sensitive candidate and employee information.

Strategic Recruiting and Talent Pipeline Development
  • Build and maintain candidate pipelines for critical and hard-to-fill positions.
  • Develop relationships with universities, professional organizations, workforce development agencies, military, and community partners.
  • Represent the organization at career fairs, recruitment events, and networking functions.
  • Utilize recruitment metrics and analytics to evaluate sourcing effectiveness, time-to-fill, quality-of-hire, and other key performance indicators.
  • Recommend process improvements and recruitment best practices to enhance talent acquisition outcomes.

Other Duties
  • Support onboarding and new hire orientation activities as assigned.
  • Participate in HR and organizational projects, initiatives, and process improvement efforts.
  • Perform other duties and responsibilities as assigned.

Qualifications
Requires a Bachelor's degree or equivalent and 4+ years of directly-related recruiting experience, or an equivalent combination of education, training and/or experience from which comparable knowledge, skill and abilities have been attained. Previous experience recruiting in biomedical research preferred.
Must have demonstrated experience recruiting for medium-to-large size employee populations and, a fundamental understanding of applicable federal/state employment laws and recruiting best practices.
Required Knowledge, Skills, and Abilities
  • Demonstrated experience managing full-cycle recruitment processes.
  • Knowledge of recruiting methods, sourcing techniques, interviewing practices, and candidate assessment strategies.
  • Working knowledge of federal, state, and local employment laws and regulations affecting recruitment and hiring.
  • Experience utilizing applicant tracking systems and recruitment technologies.
  • Strong communication, interpersonal, consultation, and relationship-building skills.
  • Ability to effectively present information and respond to questions from candidates, employees, and management.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to manage multiple priorities, competing deadlines, and changing business needs.
  • Strong attention to detail and commitment to data accuracy.
  • Ability to exercise sound judgment and maintain confidentiality regarding sensitive information.
  • Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, PowerPoint, and Teams.
  • Ability to learn and utilize HRIS, ATS, and other department-specific software systems.

Additional Requirements
  • Ability to successfully complete pre-employment and post-offer screenings, as applicable.
  • This position requires a background investigation, drug screening, and credit check where permitted by applicable law.

Preferred/Additional Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, Communications, or a related field.
  • Experience recruiting in biomedical research, healthcare, science, technology, clinical, laboratory, or highly specialized environments.
  • Experience supporting recruitment in an Affirmative Action and/or federal contractor environment.
  • Knowledge of OFCCP requirements, Affirmative Action Plans, and EEO reporting requirements.
  • Knowledge of immigration processes, employment-based visas, and sponsorship programs.
  • Professional Human Resources certification (PHR, SPHR, SHRM-CP, SHRM-SCP, AIRS, or equivalent).
  • Experience utilizing ATS platforms and recruitment CRM systems.
  • Experience leveraging recruitment metrics, workforce planning data, and talent analytics.

Physical Requirements
Work is primarily performed in an office environment and may include occasional local travel for recruiting events, meetings, conferences, and career fairs.
