Enterprise Monitoring EngineersAbout Blue Rose Consulting Group

Blue Rose Consulting Group, Inc. (Blue Rose) is a certified HUBZone and Service-Disabled Veteran-Owned Small Business supporting Federal customers with mission-focused technology, professional services, and operational support. We are building a team for the anticipated Department of State Global Mission Operations Support (GMOS) effort supporting the Bureau of Diplomatic Technology, Enterprise Applications Directorate, Office of Consular Systems and Technology.

About the Role

Design, implement, operate, maintain, and enhance enterprise monitoring capabilities that provide near-real-time visibility, alerting, dashboards, and performance analytics across on-premises and multi-cloud environments. This position supports the Department of State Consular Affairs global information technology environment, which includes domestic and overseas facilities, on-premises infrastructure, cloud platforms, applications, databases, and enterprise support services. This is a contingent position based on contract award and final customer requirements.

What You’ll Do

• Design and maintain monitoring coverage for applications, databases, servers, storage, networks, and cloud services across production and non-production environments.

• Administer and integrate Department-approved monitoring technologies such as Oracle Enterprise Manager, Splunk, AppDynamics, and Zabbix.

• Develop thresholds, alert-routing logic, automated ticket creation, escalation workflows, and alternate monitoring capabilities for maintenance or tool outages.

• Build executive, program, business-unit, operational, and technical dashboards using Power BI, Grafana, or equivalent tools.

• Collect and analyze availability, uptime, downtime, recovery, CPU, memory, I/O, capacity, and performance metrics and produce actionable trend reports.

• Assess tool evolution, capability gaps, emerging technology, cloud services, and AI/ML monitoring needs and develop cost-benefit, security, and migration recommendations.

• Ensure monitoring solutions meet security, ATO, accessibility, and Department standards and integrate securely with enterprise systems and ticketing platforms.

Minimum Requirements

• 5+ years of experience designing, implementing, and maintaining enterprise monitoring solutions.

• Hands-on experience with Splunk, Zabbix, AppDynamics, Oracle Enterprise Manager, or comparable platforms.

• Experience integrating monitoring tools with enterprise applications, infrastructure, databases, networks, cloud environments, and ticketing systems.

• Experience building dashboards, alerts, thresholds, trend reports, and operational analytics.

• Knowledge of secure monitoring architectures, high availability, and performance management.

• Active Secret clearance.

Preferred Qualifications

• Power BI, Grafana, AWS, Azure, or OCI monitoring experience.

• Experience with AI/ML-enabled monitoring, predictive analytics, or automated remediation.

• Relevant Splunk, cloud, ITIL, or monitoring-platform certification.
