JOB PURPOSE:

The Program Manager (PM) provides general oversight and is primarily responsible for the day-to-day operations of two programs: Family and Youth Services Support (FYSS) outreach and service coordination program and Healthy Outcomes through Prevention and Early Support (HOPES) home visiting program. The PM will be the primary subject matter expert in program operations, expectations, and activities. The PM is responsible for the hiring, training, and supervision of program staff. The position will develop minimum staff expectations, ensure contract compliance, identify program needs and monitor performance measures. The PM monitors, evaluates and ensures the effective delivery of comprehensive outreach efforts and service coordination. The PM will develop the communication and outreach plans for staff to implement, along with monitoring the effectiveness of those efforts. This position will ensure all outreach and service coordination strategies are consistently captured, tracked, and evaluated. The PM will ensure personnel continuity, staff training and development, staff retention efforts and weekly staff meetings to discuss program performance with each team member. The position will monitor quality and effectiveness of program services as well as track program's performance, and provide recommendations to the Director that support positive outcomes. The two programs will service nine Texas counties: Austin County, Brazoria County, Chambers County, Fort Bend County, Galveston County, Harris County, Liberty County, Montgomery County, and Waller County. The office location may be located in Brazoria or Wharton County. This position supports rural geographical regions and travel is involved. This is a grant-funded program.

Qualifications

ESSENTIAL JOB RESPONSIBILITIES:

  • Oversee & support all program operations, including the accumulating of outcome data tracking and reporting KPI's to leadership.
  • Initiate, guide, and support staff for continuous quality and process improvements.
  • Facilitate virtual and in-person educational opportunities to staff and community providers.
  • Ensure individual staff goals are met and align with overall program goals.
  • Track and complete funder deliverables, audits, surveys, and compliance requirements.
  • Monitor the quality and effectiveness of program services as well as track program performance and program deliverables.
  • Work with outside agencies to establish partnerships and collaborate to ensure clients' success.
  • Meet regularly with program staff to triage caseloads and keep abreast of current issues.
  • Track outreach events and effective service coordination.
  • Ensure staff satisfaction, professional development and build a positive work environment.
  • Provide Quality Assurance and regulatory compliance to client files.
  • Manage office/staff coordination, client flow, client complaints and crisis management.
  • Supervise Lead Service Coordinator, Lease Outreach and Engagement Specialist, Lead Intake Coordinator, Home Visitors, Office Administrator and Client Specialist.
  • Act as a resource for program staff to ensure all programming and activities align with the program design.
  • Participate in, organize, and train staff in established best practices.
  • Responsibilities are carried out by training, supporting and coaching staff using a trauma-informed, and strength-based approach.
  • Implement a results-based accountability model to support current and future program direction.
  • Consult with service providers and community partners on resource-related issues.
  • Ensure confidentiality and control access to sensitive information.
  • Prepare and submit timely reports.
  • Assist with administrative duties such as:
    • Interviewing, and making quality hiring decisions.
    • Monitor performance and document as necessary.
    • Ensure data is entered timely.
    • Review and Update of program policies and procedures
    • Conduct weekly meetings with staff.
    • Keep the Program Director updated on program activities and outcomes.
    • Submit end-of-month reports to leadership.
  • Other duties as assigned.

ESSENTIAL QUALIFICATIONS:

EDUCATION: Bachelor's degree in social services, human services, or related field. Master's degree preferred.

EXPERIENCE: 2+ years of experience with managerial/supervisory responsibilities and program-level leadership. Experience across a range of modalities within social work, child welfare, or working with high-risk families. Experience conducting community presentations and/or outreach events. Must demonstrate leadership capacity and ability to foster team building and a supportive, flexible environment. Experience in reflective supervision and home visiting programs is a plus.

ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer's sole discretion.

LICENSES: Driver's License with clear record.

VEHICLE: Must have daily use of a vehicle without prior notice.

OTHER: Must be available and willing to travel to various locations and with such frequency as the business need dictates.
