Job description

Responsibilities
We are seeking a highly skilled and innovative Policy Analyst to join our team in the greater DMV area, supporting the Army National Guard.
Responsibilities
  • Lead analysis and strategic evaluation of statutes, executive directives, and DoD/NGB/DA/ARNG policies to assess enterprise impacts on ARNG G6 missions, cybersecurity, data governance, and modernization.
  • Direct review of policy taskings (e.g., via ETMS2), identify CIO/G6 equities, compliance obligations, implementation risks, and cross-domain dependencies across classified and unclassified environments.
  • Produce authoritative policy assessments, gap analyses, risk evaluations, and formal comment-adjudication matrices for senior-level decision-making.
  • Provide actionable recommendations addressing operational feasibility, governance alignment, resource implications, and architectural impacts within required suspense timelines.
  • Advise leadership on policy integration strategies, regulatory alignment, and downstream operational consequences tied to IT strategy, EA, data management, and cybersecurity objectives.
  • Coordinate with task leads, legal counsel, operational stakeholders, and external agencies to reconcile policy intent with execution realities and technical constraints.
  • Translate regulatory guidance into implementation roadmaps, governance controls, performance measures, and oversight mechanisms.
  • Maintain authoritative policy repositories, reference artifacts, and analytical records to support audit readiness, traceability, and institutional knowledge continuity.

Qualifications
  • Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA; Minimum of 7 years with Ph.D.
  • Clearance: Active TS/SCI clearance.
  • Candidate must meet ONE of the following:
    • Bachelor's degree in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, Software Engineering, or a related field; OR
    • Relevant DoD/military training (example: Cyber 101); OR
    • Relevant professional certification or equivalent experience (examples: SecurityX/CASP+; CCISO; CCSP; CISM; CISSO; CISSP; GSLC).
  • Required experience and skills:
    • Policy analysis, regulatory review, or governance experience with at least 7 years supporting DoD/enterprise IT, cybersecurity, or data governance programs.
    • Demonstrated ability to interpret complex statutory/regulatory texts and produce decision-grade assessments, COAs, ROMs, and adjudication matrices.
    • Strong stakeholder engagement skills to coordinate legal, technical, and operational inputs and drive consensus on policy implementation.
    • Proven expertise translating policy into implementation roadmaps, governance controls, and measurable oversight frameworks.
    • Excellent written and verbal communication for executive briefings, formal comments, and audit/evidence artifacts.
  • Desired:
    • Prior DoD/ARNG policy, CIO/G6, or enterprise governance experience.
    • Familiarity with ETMS2 tasking workflows, acquisition/authorization intersections, and cross-domain compliance considerations.
    • Experience maintaining policy repositories and supporting formal inspections or audit readiness.

Target Salary Range
$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
