Job description

Title:
Proposal Coordinator

The Proposal Coordinator leads the administrative and organizational aspects of the proposal development process for federal, state, and local government opportunities. They work closely with Capture Managers, Proposal Managers, and the Proposal Production Team to ensure all proposal components are compliant with Request for Proposal (RFP) requirements, formatted correctly, and submitted on time.
Key Responsibilities:
RFP Analysis & Compliance
  • Analyze RFPs, RFIs, and RFQs-including Sections L and M-and develop detailed compliance matrices, annotated outlines, and structured templates.
  • Interpret proposal instructions and advise Proposal Managers and Capture leads on submission requirements, formatting standards, and compliance risks.
  • Maintain strict document version control and ensure compliance throughout the proposal lifecycle.

Schedule & Workflow Management
  • Coordinate color team reviews (Pink, Red, Gold), production phases, and submission deadlines.
  • Contribute to and monitor proposal schedules, adding input to ensure workflow is in line with proposal submission due date.

Formatting & Quality Control
  • Ensure adherence to page limits, template standards, branding requirements, and corporate document style guides.
  • Collaborate with graphics and production teams to support layout, charts, and visual content.

Production & Submission Leadership
  • Liaise between Proposal Manager and Document Specialists for creation of compliant, electronic-ready proposal packages.
  • Manage final quality checks, PDF optimization, and file naming conventions.
  • Support the Contracts Manager with electronic submissions through government portals (e.g., SAM.gov, agency-specific systems).

Document Control & Repository Management
  • Maintain organized digital repositories (SharePoint Pursuit Management Center [PMC] or similar systems).
  • Assign user permissions to the PMC for all contributors including subcontractors and consultants.
  • Ensure accurate file structures, document libraries, version histories, and naming conventions.
  • Track the proposals throughout their lifecycle and supporting documentation post-submission.

Required Qualifications
  • 4-6+ years of experience in proposal coordination, editing, or production within government contracting.
  • Strong understanding of FAR, DFARS, and agency-specific procurement requirements.
  • Proficiency with proposal tools such as SharePoint, PMC, Deltek, GovWin, VisibleThread, and related systems.
  • Exceptional attention to detail, organization, communication, and time-management skills.
  • Ability to work under pressure, manage multiple deadlines, and support large, multi-disciplinary proposal teams.
  • Bachelor's degree in English, Communications, Marketing, or a related field.

Preferred Qualifications
  • APMP Certification (Foundation or higher).
  • Experience coordinating complex color team reviews and high-volume proposal efforts.
  • Familiarity with federal and defense submission portals (e.g., GSA, DoD, DOE).

Basic Compensation:
$86,000-$128,900
The offered rate will be based on contract affordability and the selected candidate's working location, knowledge, skills, abilities and / or experience and in consideration of internal parity.
Additional Compensation:
KBR may offer bonuses, commission, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
