Your New Role

Joining STV's Building Group (Federal Programs Division), you'll be STV's champion for growing STV's presence with Federal-Civilian clients (FedCiv), with a special emphasis on the General Services Administration's (GSA's) Public Buildings Services' Engineering Division but including other FedCiv clients such as DHS, NASA, Secretary of State, and more. You'll report directly to the National Market Sector Leader (MSL) for Federal Programs.

You'll ideally be local to STV's centrally-located Washington, DC office and available for a hybrid office schedule working closely with our National Leader. Expect to travel about 30% of the time, so your ability to work independently and efficiently will be essential.

Our Federal Programs practice has grown 1000% in the past three years and has a track record of serving both military and civilian federal clients by offering a diverse range of planning, architectural and engineering design and construction and program management services for a myriad of project types, including civil infrastructure & resiliency upgrades, waterfront developments, hangars, maintenance facilities, barracks and housing, training centers, laboratories and research facilities and more. Further, as the FedCiv lead, you will work with STV's other operating groups to ensure they have access to and support in the pursuit of their FedCiv market objectives.

What You'll Do in This Role

  • Work closely with the Director of Federal Programs, marketing, and business development teams to develop strategic plans and secure new contract vehicles.

  • Lead the identification and prioritization of opportunities with clients in the FedCiv space.

  • Work with the balance of the STV Federal Programs and Buildings team and other STV operating groups to position for solicitations well in advance of their publication, including meeting with agency staff and stakeholders.

  • Establish and manage relationships with potential architecture, A/E, E/A, and design-build contractor partners with whom we may team to better position for pursuits.

  • Interact regularly with Buildings' discipline leaders and Project Delivery director to align project delivery with client expectations

  • Boost STV's FedCiv national visibility through attendance of and active participation in regional and national industry conferences.

  • Grow STV's FedCiv digital visibility in collaboration and coordination with the Federal MSL and our corporate communications team

  • Maintain CRM entries to ensure that, to the extent possible, the database reflects our current understanding of the status of opportunities in support of pipeline analysis.

  • Present strategy, goals, and progress reports to peers and senior leadership.

  • Identify internal staff for elevation and engagement in the growth strategy, and external talent for potential recruitment.

What You'll Need to Thrive

  • A strong working knowledge of GSA Public Buildings Services division.

  • Knowledge of and relationships with other Federal agencies is also valued, including U.S. Department of Homeland Security (DHS)/U.S. Coast Guard (USCG) operations.

  • Preference is given to candidates with both active-duty military and private industry business development experience. 15+ years of combined experience is preferred.

  • Proven leadership in leading teams and navigating Federal procurement processes and industry standards and norms, including events and activities.

  • The ability to take high-level directives and work independently and collaboratively to execute them.

  • Excellent written, verbal, and interpersonal communication skills.

  • Familiarity with Deltek GovWin, MS Office Suite, and TEAMS.

  • Experience developing SF-330 proposals.

  • MUST hold a U.S. citizenship, a valid REAL ID driver's license, and an active U.S. Passport.

Compensation Range:

$248,541.43 - $276,157.14
