JOB DESCRIPTION The Industry Proposal Strategist is a critical contributor at the intersection of industry storytelling, sales support, and competitive positioning through compelling proposals and demos. Embedded within the Sales Operations Excellence function, this role aligns directly with the Industry practices across the firm to architect compelling, win-focused proposals and responses to complex pursuits - including RFPs, RFIs, RFQs, and sole-source opportunities. This individual brings structured methodology to the pursuit process, serving as a trusted advisor who translates client's priorities and requirements into differentiated narratives that resonate with client stakeholders.

The ideal candidate balances disciplined process management with strategic creativity, and thrives in a fast-paced, high-stakes pursuit environment. We welcome candidates who bring strong writing, industry, or client-facing experience and are eager to apply those skills within a structured proposal discipline. Proposal Development & Pursuit * Lead end-to-end development of complex proposals, RFP responses, and unsolicited pursuit documents in coordination with Industry Leaders and subject matter experts.

* Drive proposal kick-off meetings, establish bid management timelines, manage review milestones, and coordinate cross-functional proposal content teams to meet submission deadlines. * Translate client RFP scope, engineering methodologies, and solution architectures into client-ready narratives that address evaluation criteria and differentiate the firm. * Author executive summaries, win themes, discriminators, and management approach sections that align with client priorities and procurement objectives.

* Ensure alignment with the Deal Canvas that outlines the buyer values, win strategy and competitive differentiation and reflect that in the proposal narrative. Strategic Positioning & Content Strategy * Partner with Industry Leaders to develop win strategies and competitive positioning for priority pursuits, informed by client intelligence and market context. * Conduct proposal gap analyses and color reviews (Pink, Red, Gold) to assess responsiveness, compliance, and persuasive strength of submissions.

* Develop and maintain a dynamic proposal content library including case studies, capability statements, qualifications matrices, past performance narratives, and boilerplate. * Research client organizations, procurement history, and industry trends to inform tailored pursuit strategies and solution framing. Sales Operations Excellence Support * Report directly to the Director of Sales Operations Excellence and contribute to enterprise-wide proposal process improvement initiatives.

* Support the implementation and continuous refinement of proposal management standards, templates, quality checklists, and governance frameworks. * Maintain pursuit pipeline data and proposal metrics within CRM and pursuit tracking platforms (e.g., Salesforce) * Contribute to after-action reviews following proposal submissions to capture lessons learned and improve win rates * Work with the ECP/CP to ensure we capture client feedback on losses and track what we can do better in future and improve our win ratios * Team management & collaboration - being adept at leveraging offshore proposal teams for developing the proposal content, review cycles and conference calls that will span multiple time zones (US, Mexico and India time zones) Collaboration & Stakeholder Engagement * Serve as a strategic writing partner to Industry Leaders, Practice Directors, and Technical Principals - synthesizing inputs into cohesive, consistent narratives. * Coordinate with legal, contracts, pricing, and HR teams to ensure compliance, accuracy, and completeness of proposal submissions.

* Build trusted relationships with internal stakeholders to facilitate timely, quality content contributions under tight pursuit timelines. JOB REQUIREMENTS * Bachelor's degree in English, Journalism, Communication, Business or Marketing major or related field * 3+ years of professional experience with writing, communications, proposal development experience within an industry or capability area, engineering, AEC, defense, or professional services environment. Candidates with broader technology, consulting, or delivery backgrounds and strong writing aptitude are encouraged to apply * Demonstrated success managing and writing complex, multi-volume proposals in response to federal, state/local, or commercial RFPs * Adept at using AI effectively while ensuring that the industry or subject matter experts still put pen to paper to reflect industry/ client specific nuances * Exceptional written communication skills with the ability to produce polished, persuasive content under deadline pressure.

* Proficiency Microsoft Office suite (Word, PowerPoint, Excel, SharePoint). Experience with proposal management tools, preferred * Strong project management instincts with experience coordinating cross-functional contributors across concurrent pursuits. * APMP (Association of Proposal Management Professionals) Foundation or Practitioner certification, preferred.

* Experience with Shipley or equivalent proposal methodology frameworks, preferred * Knowledge of one or more commonly used proposal automation systems such as Responsive, Loopio, Qvidian, preferred * Background in engineering, technology consulting, or infrastructure solutions sectors. * Experience with AI-assisted proposal tools, content automation, or knowledge management platforms.
