Job Summary

The AVP Proposal Strategy works with leaders and contributors from across the organization to maximize Molina's likelihood of winning Medicaid RFPs. They accomplish this through collaboration and direct engagement to create market specific proposal strategies while supporting market development, capture, and proposal content development work being performed in alignment with that strategy. Reporting to the VP, Proposal Development, this AVP serves as a key leader for individual bid opportunities, working closely with the assigned proposal team as well as Market Development, health plans, product, and other shared services leaders and teams to effectively translate and capture pre-RFP development work into effective, winning proposal responses. Key traits for this role include:

  • Knowledgeable and experienced in Medicaid managed care, including proposals.
  • Effective at building strong relationships and partnerships across organizations in service of supporting teams to develop proposal strategies and translate that work into winning submissions.
  • Flexible and innovative problem solver with a strong ability to identify, address, and fill gaps as they arise while maintaining the highest degree of communication, transparency, and collaborative teamwork.

This position strongly prefers direct experience working on Medicaid Proposals and/or business development teams and requires demonstrated Medicaid managed care experience comprised of technical, operational, sales, growth, proposals and/or capture management.

Knowledge/Skills/Abilities

  • Stand-in for the VP of Proposal Development for opportunity work in assigned markets to assist the team to facilitate multiple RFPs simultaneously. 
  • Set and drive actionable, market specific Proposal Strategy in collaboration with Market Development, Health Plan, and other organizational leaders to ensure and support:
    • Development of winning solutions that are clear, compelling, and relevant and based on state goals, priorities, and pain points.
    • Market development and capture activities and deliverables are transitioned and synthesized to support the development of winning proposal responses.
    • Leadership of cross-functional Proposal Strategy engagements in partnership with leads from Market Development, Growth team, health plan(s), shared services, and external partners.
    • Development of relationships, working vertically and horizontally within the organization, to support assessment, analysis, synthesis, and translation of state needs, goals, priorities, pain points, and RFP requirements into Proposal Strategy.
    • Providing insights, data, and industry experience as needed and requested.
  • Lead and execute Proposal Strategy in response to RFP requirements to demonstrate Molina's differentiators, including prioritization of identified initiatives and winning solutions.
  • Responsible for the planning, coordination, development and facilitation of simultaneous Proposal Strategy opportunities, supporting assigned teams in the execution of detailed action plans to track and coordinate necessary activities and deliverables.
  • Identify our opportunities and gaps; provide recommendations and take action to mitigate and close those gaps. 
  • Support creation of key deliverables, as needed, throughout the pre-, active, and post-RFP phases of development for internal and external audiences that leverage market and competitive intelligence, independent research and analysis of data, organizational resources, stakeholders, and business owners in order to articulate Proposal Strategy and advance our development work in preparation for upcoming RFPs 
  • Provide strategic review and guidance to the writing and editorial team during active RFP opportunities through participation in interim, color team, and executive reviews, with a focus on alignment to Proposal Strategy, including differentiators and solution positioning.
  • Coordinate complex strategies with cross functional expertise, seeking solutions and/or inputs from across the organization to address identified needs and create a compelling, customized local solution.
  • Provide coaching, development, and growth opportunities to team members to strengthen the bench across the organization
  • Support competitive analysis activities to optimize Molina's likelihood of winning, including researching competitor strengths/weaknesses and knowing how they win proposals. 
  • Champion continuous improvement and consult with creativity.
  • Up to 50% Travel required

Job Qualifications

REQUIRED QUALIFICATIONS:

  • Graduate Degree or equivalent combination of education and experience
  • 8+ years of Medicaid managed care experience or in an equivalent related field
  • Ability to influence and form strong partnerships and excellence in managing multiple complex priorities simultaneously
  • Experience with Medicaid Proposals and requires demonstrated Medicaid managed care experience in proposals and/or capture management

PREFERRED QUALIFICATIONS:

  • 10+ years of Medicaid managed care experience or in an equivalent related field
