About the Role

We are seeking an experienced Senior Proposal Manager to lead the development and execution of strategic, high-value proposals in support of enterprise sales opportunities. This leadership role is responsible for managing the full proposal lifecycle-from capture strategy through final submission-while ensuring compliance, quality, and compelling messaging that differentiates Conduent in competitive pursuits.

The ideal candidate is a strategic communicator, exceptional project leader, and collaborative partner who can guide cross-functional proposal teams, establish best practices, and continuously improve proposal operations. You'll work closely with Sales, Marketing, Solution Architects, Pricing, Legal, Contracts, IT, and executive leadership to develop winning proposals that drive business growth.

Responsibilities

  • Leading the end-to-end proposal management process for complex RFPs, RFIs, and strategic sales opportunities.
  • Developing proposal strategies that effectively communicate compelling value propositions and competitive differentiation.
  • Managing multiple concurrent proposal efforts while ensuring milestones, deadlines, and deliverables are achieved.
  • Directing proposal planning sessions, kickoff meetings, status reviews, and final production activities.
  • Establishing proposal schedules, work plans, resource assignments, and submission timelines.
  • Partnering with Sales leadership and pursuit teams to capture evolving bid strategies and integrate them throughout proposal development.
  • Guiding cross-functional teams including Marketing, IT, Legal, Contracts, Pricing, Finance, Solution Architects, and subject matter experts throughout the proposal process.
  • Ensuring all proposal responses comply with customer requirements, procurement regulations, internal governance, and company sales methodologies.
  • Reviewing, editing, and refining proposal content to ensure clarity, consistency, quality, and persuasive messaging.
  • Overseeing proposal design, formatting, and production to deliver polished, professional submissions.
  • Managing proposal quality reviews and implementing rigorous quality assurance standards before submission.
  • Coaching proposal contributors on best practices, writing standards, and proposal development methodologies.
  • Driving continuous improvement initiatives for proposal processes, templates, tools, and reusable content libraries.
  • Tracking proposal metrics, win rates, lessons learned, and performance trends to improve future proposal success.
  • Mentoring proposal team members and providing leadership during high-pressure deadlines and complex pursuits.

Requirements

  • Bachelor's degree in English, Journalism, Communications, Marketing, Public Relations, Business, or a related field; equivalent experience may be considered.
  • Possess 7+ years of progressive experience managing complex commercial proposal development for strategic enterprise opportunities.
  • Demonstrate a proven history of leading successful proposal efforts with measurable down-selection and win rates.
  • Lead multiple complex proposal efforts simultaneously while consistently meeting aggressive deadlines.
  • Build strong collaborative relationships across matrixed organizations and executive stakeholders.
  • Communicate exceptionally well through both written and verbal communication.
  • Apply advanced proposal management methodologies and best practices.
  • Utilize expert-level Microsoft Word skills for proposal creation and document management.
  • Leverage Microsoft Office Suite, SharePoint, Salesforce, and Adobe Acrobat Pro effectively.
  • Analyze complex RFP requirements and translate them into compliant, customer-focused proposal responses.
  • Exercise exceptional project management, organizational, and prioritization skills.
  • Maintain outstanding attention to detail while working under tight deadlines.
  • Demonstrate executive presence and the ability to lead cross-functional teams through high-pressure proposal cycles.
  • Work independently in a remote environment with minimal supervision.
  • Support occasional evening and weekend work as required to meet proposal submission deadlines.
  • Hold APMP certification or demonstrate active involvement with APMP (preferred).

For this position, actual salaries will vary and may be above or below the range based on various factors including but not limited to location, experience, and performance. In addition to base pay, this position, based on business need, may be eligible for a bonus or incentive. In addition, Conduent provides a variety of benefits to employees including health insurance coverage, voluntary dental and vision programs, life and disability insurance, a retirement savings plan, paid holidays, and paid time off (PTO) or vacation and/or sick time. The estimated salary range for this role is $74,690 - $94,000.
