University Enterprises Corporation at CSUSB ("UEC") supports the university's educational mission by providing quality services that complement the instructional program. The University depends upon UEC to provide services that cannot be supported with state funds. We're responsible for business enterprises on campus including, but not limited to, dining, bookstore, convenience store, and vending services. We also serve as the grantee for federal, state, and local funding for research and sponsored projects.

Position Summary

Temporary, Staff, Non-Exempt, Full Time, Benefited position through 9/30/2026 (Appointment may be renewed annually based upon availability of funds, availability of work and satisfactory job performance). 

Salary: $6,250.00-$7,083.33 per month.

Locations: Position serves both of the following locations:

  • Temecula ERC- 43200 Business Park Dr. 2nd Floor, Temecula, CA 92590, AND
  • Palm Desert ERC- 37023 Cook St Suite 102, Palm Desert, CA 92211

Work Schedule

40 hours per week. Monday through Friday 9:00AM to 5:30PM. Some nights and weekends required.

This position will remain open until filled. 

Typical Activities

Under minimal supervision of the Inland Empire & Coachella Valley Women's Business Center's Directors, the Program Manager will work independently to:

Program Leadership & Delivery:

  • Lead the design, implementation, and continuous improvement of the SCALE business growth program.
  • Develop curriculum, program structure, delivery models, and participant engagement strategies.
  • Facilitate cohort-based business growth programs (8-12 weeks) for growthstage businesses.
  • Coordinate and integrate subject matter experts, mentors, advisors, and strategic partners into program delivery.
  • Ensure a high-quality participant experience and maintain strong program completion rates.

Portfolio & Client Management:

  • Manage a portfolio of 10-15 growth-stage businesses per cohort.
  • Assess business needs, identify operational and strategic growth opportunities, and support execution planning.
  • Guide participants through growth planning, financial analysis, scaling strategies, and operational improvements.
  • Hold business owners accountable to goals, milestones, and implementation timelines.
  • Provide coaching and support related to capital readiness, operations, and business scaling.

Performance Management & Reporting:

  • Track, measure, and report program outcomes including:
    • Revenue growth
    • Capital accessed (loans, grants, investments)
    • Job creation and retention
    • Program completion and participant satisfaction
  • Maintain accurate CRM records, reporting systems, and participant documentation.
  • Analyze program performance data and recommend improvements to increase impact and scalability.

Partnership & Stakeholder Engagement:

  • Build and maintain relationships with business advisors, lenders, ecosystem partners, and community stakeholders.
  • Collaborate with internal leadership and part-time Business Growth Advisors to align program goals and delivery.
  • Strengthen regional business support networks and community partnerships.

Strategic Program Development:

  • Support the development of a repeatable and scalable program model across multiple regions.
  • Contribute to strategic planning, process improvements, and organizational growth initiatives.
  • Represent the organization at community events, partner meetings, and entrepreneurial ecosystem engagements.

Travel: Driving in Riverside and San Bernardino counties.

Perform other duties and responsibilities as may be required. 

Minimum Qualifications

  • Education:
    • Bachelor's degree in Business Administration, Entrepreneurship, Finance, Economic Development, Public Administration, or a related field required.
    • Equivalent combination of education and relevant professional experience may be considered.
  • Experience:
    • Minimum of 5 years of experience in program management, business consulting, entrepreneurship support, economic development, lending, or related fields.
    • Experience working with growth-stage businesses with revenues ranging from $500K to $2M+.
    • Demonstrated success driving measurable business outcomes such as revenue growth, capital access, operational scaling, or job creation.
    • Experience facilitating workshops, cohorts, training programs, or executivelevel group engagements.
    • Experience managing cross-functional partnerships and stakeholder relationships.
  • Knowledge:
    • Business growth strategies and operational scaling
    • Financial analysis including cash flow, profit margins, forecasting, and capital readiness
    • Small business development and entrepreneurship ecosystems
    • Program management and cohort-based learning models
    • CRM systems, data tracking, and performance reporting
  • Skills: 
    • Strong facilitation and presentation skills
    • Excellent project and program management capabilities
    • Effective coaching, mentoring, and relationship-building skills

    • Valid California driver's license and reliable transportation required.

  • Familiarity with underserved and diverse entrepreneurial communities.
  • Experience with CRM systems and performance measurement tools.
  • Bilingual skills are a plus.
  • Knowledge of the Coachella Valley and Inland Empire business ecosystems preferred.
