We are seeking a highly motivated Senior Policy Analyst to advise and assist with strategic planning, policy, and business analysis, with a focus on providing expert strategic- and operational-level assistance. This position will provide business management and strategy support to synchronize GEOINT analytic activities and resources across the customer and its partners. The Senior Policy Analyst will review, document, and create agency level policies in accordance with senior leadership direction, the DoW and the Intelligence Community. The Senior Policy Analyst may also be responsible for developing practices and processes for policy management, international and partner agreements, cross agency support agreements, disclosure, and release. Work will be performed at the customer site in St Louis, MO.

The hiring of this position is contingent upon contract award. Anticipated award is fall of 2026.

Responsibilities will include the following:

  • Support executive management, processes, leadership, and reporting.
  • Support customer requirements and executive management, processes, leadership, and reporting.
  • Support mission management strategy, development, and execution.
  • Develop strategy documentation and guidance to support management processes.
  • Facilitate cross-office engagements and requirements planning needs.
  • Identify and provide support to business processes and improvements.
  • Provide business analytics, metrics, or other analysis to measure success.
  • Advise the customer in establishing mission goals and objectives.
  • Lead development of strategic planning, business analytics, and operational or performance assessments to help improve the mission and management.
  • Facilitate and moderate daily, weekly, and monthly small to large senior-level groups for activities across the customer's external partner network.
  • Advise on process/management improvement recommendations and facilitate quality improvement efforts.
  • Translate strategic directives or policy into operational specifications.
  • Provide assessment and recommendations of new policy or management changes.

  • Active TS/SCI with Polygraph is REQUIRED
  • Willing and able to obtain a Polygraph
  • Education: A minimum of a Master's degree in Business or Management or a related field.
  • Experience: A minimum of 10 years of demonstrated experience with business analytics and metrics reporting, to include program management concepts, processes, and execution. In lieu of a Master's degree, 15+ years. In lieu of a Bachelor's degree, 20+ years.
  • Demonstrated experience facilitating multi-office, directorate-wide, cross-organization engagements.
  • Demonstrated experience with intelligence product lines, production systems/processes, and data sets, to include regional operational intelligence priorities, national strategic intelligence priorities, and related decision-making processes.
  • Ability to work independently and under pressure.
  • Problem Identification, Analysis, and Resolution.
  • Effective communication both orally and written.
  • Demonstrated experience implementing strategic objectives and supporting implementation.
  • Ability to implement effective business practices to increase productivity.
  • Writing strategic plans, business policies, and business operation objectives.
  • Working within a collaborative environment, engaging with multiple organizations and personnel.
  • Gathering research and information from multiple resources and presenting findings in a formal report to senior leaders.
  • Facilitating, negotiating, and compromising with customers and producers on project scope, deadlines, etc.
  • Demonstrated experience with the intelligence analysis and production process.

Desired Qualifications include:

  • Demonstrated experience creating and exercising Policy Life Cycle Management (PLCM) process and procedures, and self-inspection checklists.
