COUNTY OF GREENE VACANCY NOTICE

POSTING DATE: 3/11/2026 CLOSING DATE: Until Filled

POSITION: Contract Monitor / Program Specialist

DEPARTMENT: Children & Youth Services

LOCATION: Fort Jackson Building

SALARY: $38,600.37 - $41,815.79 MG PG 7

HOURS: 8:30 to 4:30 Monday - Friday

35 Hours Per Week

BENEFITS: Health, Vision & Dental - First of month following date of hire

OVERALL OBJECTIVE OF JOB:

Analyze, develop, coordinate and implement services contracted with the agency to assure the needs of families are being met in conjunction with agency policy and case management and social service principles, practices and methodologies.

ESSENTIAL FUNCTIONS OF JOB:

Monitor service delivery of contracted providers by conducting on-site audits, reviewing reports, interviewing children in placement at the facilities and receiving staff input and recommendations.

Ensures compliance with DHS regulations and CFSR outcomes by providers.

Reviews provider case files to ensure ISP compliance with FSP, CPP, and court orders.

Act as a liaison between agency and contracted providers to resolve conflicts and ensure program integrity.

Trouble-shoot with providers to avoid major conflicts.

Develop policy and procedure regarding contracted provider service delivery.

Identify needs for provider services, recruits' providers, and interviews providers.

Reviews all proposals for services and program descriptions.

Participates in contract negotiation.

Reviews signed contracts.

Reviews, analyzes and evaluates the effectiveness of service provider programs in meeting the needs of clients.

Discusses agency programs and needs with staff and service providers to insure provision of service.

Assesses and analyzes agency program needs, negotiates and monitors purchase of service agreements.

Actively participates in the development of the Needs Based Plan and Budget.

Oversee and monitor the Independent Living Grant and the service provider for the grants.

Makes recommendations to Agency Administration in regards to findings and areas of concern.

OTHER DUTIES OF JOB:

Attends meetings or training sessions as necessary.

Maintain a knowledge of all community resources and ensure staff and clients are aware of resources and referral agencies.

SUPERVISION RECEIVED:

Receives instruction and supervision from Fiscal Officer. In the event the Fiscal Officer is absent, this individual will receive instruction from the Agency Administrator and/or Deputy Administrator.

SUPERVISION GIVEN:

None

WORKING CONDITIONS:

Works indoors in adequate office space, lighting, ventilation and temperatures.

Normal exposure to noise and stress, but subject to frequent disruptions.

Normal exposure to indoor dust/dirt.

PHYSICAL/MENTAL CONDITIONS:

Must possess ability to record, convey and present information, explain procedures and follow instructions.

Must be able to sit for long periods throughout the workday, with intermittent periods of standing and walking and occasional twisting, bending, stooping, reaching as necessary to carry out job duties.

Dexterity requirements range from coordinated movements of fingers/hands for typing and computer, to simple dexterity of feet/legs; torso as necessary to carry out job duties.

Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.

Must be able to pay close attention to detail and to concentrate on work.

QUALIFICATIONS:

EDUCATION/TRAINING/WORK EXPERIENCE:

Two years of professional level experience in the field of Children, Youth & Families; and a bachelor's degree OR any equivalent combination of experience and training

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

Knowledge of the principles and practices of children, youth and families program planning and development as it relates to the implementation of direct services and operational procedures.

Knowledge of modern basic management principles and practices.

Knowledge of current social, economic, and health problems and resources as it relates to children, youth and families.

Knowledge of the basic principles and methods involved in working with socially maladjusted or physically or mentally disadvantaged children and youth.

Knowledge of the structure, organization, and methods of public and private children, youth and families agencies and institutions.

Knowledge of the principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data.

Ability to analyze and evaluate program plans and operations and make recommendations leading toward policy and method determination.

Ability to aid in the development and coordination of children, youth and families program plans.

Ability to establish and maintain effective working relationships with departmental staff and other agencies.

Ability to make clear and pertinent statements, orally and in writing.
