Job Summary

As a Contract Coordinator, you'll collaborate across departments, manage high-impact procurement processes, and help secure the best value for the community through strategic contracting and vendor partnerships. This is an excellent opportunity for a detail-oriented professional who enjoys problem-solving, relationship management, and making a measurable impact in public service.
The Contract Coordinator position prepares bid specifications and performance conditions to elicit formal competitive bids and proposals for assigned groups of commodities and services; reviews and evaluates bids and proposals to determine products and services are in compliance with stated specifications, conditions, purchasing policies and governmental laws; advises and confers with various departments; recommends award of bids, contracts and proposals to determine the best values for the City of Baytown.
Duties
  • Prepares bid specifications and performance conditions to elicit formal competitive bids for assigned groups of commodities and services over $50,000; reviews and evaluates supplier's proposals to determine products and services are in compliance with stated specifications and conditions; advises and confers with various departments; and recommends award of purchase contracts to suppliers proposing the best value bid encompassing the breakdown i.e., common unit bids received, and like or same commodities.
  • Receives and investigates complaints and inquiries pertaining to annual contracts, various purchases, receipts, invoices, etc.; conferring with parties involved; reviewing available documentation and preparing verbal and/or written responses and recommendations, as appropriate; prepares reports for supervisor or other officials.
  • Provides assistance and support to Purchasing Manager as requested; provides technical advice to Buyer on preparation of transactions, possible suppliers and methodologies for the purchase of various commodities; directs Purchasing Technician in various purchasing duties.
  • Authorizes purchase requests, identifies available sources, determines procurement methods, selects suppliers, and directs issuance of purchase orders.
  • Performs all other related duties as assigned.

Minimum Qualifications
Required:
  • Bachelor's Degree from an accredited college or institution in a related field.
  • Five years experience in a professional level Municipal Contract Administration role.

OR
  • An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.

Preferred:
  • Municipal government experience in Contract Law.
  • Certified Public Purchasing Buyer

Knowledge, Skills and Abilities
Knowledge of up-to-date governmental purchasing principles, methods, procedures, and Uniform Commercial Code. Ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions. Skills in the use of microcomputer word processing and spreadsheet software applications, technical writing, and ability to communicate effectively and efficiently on a professional level. Ability to get along appropriately with co-workers and the public.
