Job description

CONTRACT CLOSEOUT SPECIALIST (CONTINGENT UPON CONTRACT AWARD)
Work Location: ONSITE in several locations supporting the DIA
Clearance: MUST HAVE an active Top Secret Clearance
INCATech is seeking an experienced Contract Closeout Specialist to provide acquisition and contract administration support for a federal customer supporting complex defense and intelligence contracting activities. This position will support contract closeout operations, funds recovery efforts, and cradle-to-grave acquisition administration in accordance with applicable federal acquisition regulations and agency policies. The successful candidate will work closely with Contracting Officers (COs), Contracting Officer’s Representatives (CORs), agency leadership, and financial management personnel to ensure timely, compliant, and audit-ready contract closeout execution across a diverse portfolio of contract types.
This position requires onsite support and an active Top Secret (TS) security clearance.
RESPONSIBILITIES
  • Provide acquisition support for contract closeout administration and funds recovery activities.
  • Assist with closing out contracts in accordance with FAR, DFARS, and agency supplemental regulations.
  • Perform cradle-to-grave closeout reviews and support activities for a variety of contract types, including: Firm-Fixed-Price (FFP), Cost-Reimbursement, Time-and-Materials (T amp;M), Labor-Hour (LH)
  • Review contract files and documentation to ensure compliance with applicable acquisition regulations and closeout requirements.
  • Prepare complete closeout packages, including: final vouchers, required forms and certifications, closeout statements, supporting documentation for CO review and signature
  • Resolve funding reconciliation issues.
  • Coordinate with Contracting Officers, CORs, finance personnel, and Section Chiefs to obtain required approvals and signatures.
  • Respond to internal and external inquiries related to contract closeout activities.
  • Support audit readiness and documentation management efforts associated with contract administration and closeout.
REQUIREMENTS
Qualifications
Related Experience
  • Active Top Secret (TS) security clearance.
  • Bachelor’s degree in business, acquisition, finance, public administration, or related field.
  • Demonstrated experience supporting federal contract closeout activities.
  • Working to extensive knowledge of: Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Experience supporting multiple contract types, including FFP, Cost-Reimbursement, T amp;M, and Labor-Hour contracts.
  • Strong attention to detail and ability to manage multiple closeout actions simultaneously.
  • Excellent written and verbal communication skills.
  • Ability to work effectively with Government stakeholders in a fast-paced acquisition environment.
Preferred
  • Prior experience supporting defense or intelligence community acquisition organizations.
  • Experience with contract funds reconciliation and financial closeout activities.
  • Familiarity with procurement and contract writing systems used in federal environments.
  • DAWIA, FAC-C, NCMA, or related acquisition certification preferred
