Wilcore Technologies is seeking an experienced Program Manager to support the U.S. Department of Veterans Affairs.

The Program Manager will serve as the primary interface between Wilcore and VA leadership, ensuring delivery excellence across technical execution, program governance, compliance, and stakeholder engagement in a highly regulated federal IT environment. Please note, this position is contingent upon contract award. Employment offers will be extended upon successful award and client authorization to proceed.


What You’ll Be Doing


Program & Contract Leadership
  • Lead end-to-end program execution for program initiatives, including innovations, modernization, enhancement, and sustainment efforts
  • Ensure adherence to contract requirements, SLAs, deliverables, and performance metrics
  • Maintain alignment with VA policies, standards, and acquisition modernization objectives
  • Develop Quality Assurance Surveillance Plans and implementing/executing a monitoring plan
  • Validate contract scope and deliverables with VA stakeholders, documenting any changes through formal change control processes
  • Manage assigned prime and subcontractor contracts
Government Stakeholder Engagement
  • Serve as the primary point of contact with the VA Contracting Officer (CO), Contracting Officer’s Representative (COR), Government Program Manager (GPM), and other customer stakeholders
  • Facilitate executive-level briefings, program reviews, and status updates
  • Translate government requirements into actionable execution plans for delivery teams, including roadmap alignment and prioritization
PMO, Agile & Delivery Oversight
  • Oversee day-to-day contract leadership
  • Oversee the execution of product roadmaps, the Integrated Master Schedule (IMS), staffing plans, and burn-up/burn-down metrics
  • Ensure Agile, SAFe, or hybrid delivery methodologies are applied effectively
Compliance, Quality & Risk Management
  • Ensure solutions comply with VA and federal requirements including:
    • VA Technical Reference Model (TRM)
    • VA Platform One (VIP)
    • Section 508 accessibility standards
    • FedRAMP and VA cybersecurity requirements
  • Proactively identify and mitigate program, technical, and operational risk
  • Support audits, reviews, and performance assessments as required
  • Develop and manage delivery of required contract deliverables
Team Leadership & Collaboration
  • Lead and coordinate multidisciplinary teams including architecture, operations, data, agile/scrum, engineering, UX, product, security, and subcontractors
  • Ensure clear role clarity and alignment across all key leadership roles to drive program performance and delivery excellence
  • Foster a culture of accountability, transparency, and continuous improvement
  • Support talent onboarding, role clarity, and performance alignment across the program

What you’ll bring:

Required Qualifications
  • Bachelor’s degree in Business, Information Technology, Engineering, or a related field (or equivalent experience)
  • 8+ years of experience managing federal IT programs, preferably within the VA or other civilian agencies
  • Demonstrated experience leading large, complex, multi-stakeholder programs in Agile or hybrid environments
  • Strong understanding of federal acquisition, governance, and compliance framework
  • Experience working with system integrator (SI) and/or OSS-based delivery models
Technical & Tooling Experience
  • Agile / DevSecOps delivery environments
  • Jira, Confluence, GitHub, or similar tools
  • PMO reporting
  • Risk and issue management in regulated environments
Preferred Qualifications
  • PMP, SAFe Agilist, ITIL, or equivalent certification
  • Prior experience supporting VA EASS, eCMS, VEAR, VASI and EDC
  • Familiarity with VA Platform One, Lighthouse, or other VA digital platforms
  • Experience supporting contract transition-in or recompete efforts

  • Must be a U.S. Citizen and able to work domestically
  • Must be able to attain low-level security clearance; current clearance holder is a preferred
