What You Will Do:

We partner with federal agencies and healthcare organizations to drive organizational change, accelerate adoption, and ensure stakeholders are prepared to successfully navigate evolving business processes, technologies, and ways of working.
Our Strategic Change Communications Consultants help clients translate complex transformation efforts into actionable, audience-centered communications that build awareness, understanding, readiness, and adoption. Working closely with executives, program leadership, technical teams, and operational stakeholders, you will develop strategic communications that support workforce transformation, organizational readiness, and successful implementation of modernization initiatives.
Specific responsibilities include:
Strategic Change Communications and Adoption
  • Develop and execute integrated change communication strategies that support large-scale modernization, transformation, and technology implementation efforts.
  • Design communications approaches that increase awareness, stakeholder readiness, user adoption, and sustained behavioral change.
  • Assess stakeholder impacts and communication needs across multiple audiences, tailoring messaging to address varying levels of technical knowledge, organizational influence, and change readiness.
  • Partner with change management, training, technical, and business teams to align communications with implementation milestones and organizational readiness objectives.
  • Develop communication plans that include stakeholder analysis, audience segmentation, key messages, communication channels, feedback mechanisms, risks, and success measures.

Executive Communications and Strategic Advisory Support
  • Serve as a trusted communications advisor to executive leaders, helping translate strategic priorities, decisions, and transformation objectives into impactful communications.
  • Develop executive-level products, including leadership messages, talking points, presentations, briefing materials, leadership toolkits, and stakeholder engagement materials.
  • Support executive visibility and sponsorship activities designed to reinforce organizational commitment, build confidence, and drive adoption across stakeholder groups.
  • Anticipate stakeholder concerns and develop communication strategies that address resistance, uncertainty, and organizational impacts.

Modernization Communications and Content Development
  • Translate complex technical concepts, system changes, business process redesigns, policy changes, and operational impacts into clear, audience-focused communications.
  • Develop communication materials that explain:
  • Role changes and workforce impacts
  • New technologies and system functionality
  • Business process changes
  • Benefits realization and organizational outcomes
  • Implementation timelines and readiness activities
  • Create high-quality communications products including newsletters, implementation updates, readiness materials, FAQs, leadership communications, presentations, intranet content, videos, job aids, toolkits, and adoption campaigns.
  • Ensure all communications adhere to federal plain language, accessibility, and usability standards.

Stakeholder Engagement and Change Readiness
  • Support stakeholder engagement strategies that gather feedback, identify risks, and promote stakeholder buy-in throughout the transformation lifecycle.
  • Facilitate communication planning sessions, stakeholder workshops, leadership briefings, and readiness discussions.
  • Partner with business and operational leaders to understand organizational impacts and develop targeted communications that support transition activities.
  • Monitor stakeholder sentiment and communication effectiveness, recommending adjustments to improve engagement and adoption outcomes.

Program Support and Measurement
  • Track communication activities, deliverables, stakeholder engagement efforts, and adoption metrics.
  • Develop reports and dashboards that communicate change readiness, communication effectiveness, stakeholder feedback, and adoption progress.
  • Leverage quantitative and qualitative data to evaluate communication effectiveness and recommend continuous improvement strategies.

Team Collaboration and Practice Development
  • Contribute to a collaborative, high-performing consulting team by supporting business development growth, internal Guidehouse initiatives, and mentoring junior team members, as appropriate.

What You Will Need:
  • Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse
  • Bachelor's Degree; FOUR (4) years of additional professional experience in lieu of Bachelor's
  • Minimum of THREE (3) years of experience in strategic communications, organizational change management, change communications, public affairs, communications consulting, public relations, or related fields.
  • Experience supporting modernization, digital transformation, technology implementation, organizational change, or large-scale program initiatives.
  • Demonstrated ability to translate complex technical, operational, and organizational changes into clear, compelling communications for diverse stakeholder audiences.
  • Experience developing executive communications and advising leadership on communication strategies related to transformation initiatives.
  • Experience supporting stakeholder engagement, workforce transition, organizational readiness, adoption, and change management activities.
  • Strong writing, editing, presentation development, and storytelling skills.
  • Experience developing multi-channel communication campaigns and adoption-focused communications products.
  • Ability to collaborate effectively with executives, technical teams, program leadership, trainers, and cross-functional stakeholder groups.
  • Due to contract requirements, US Citizenship restrictions apply
  • Currently reside in the contiguous United States

What Would Be Nice To Have:
  • Experience supporting Department of Veterans Affairs modernization programs or other federal transformation initiatives.
  • Experience applying Prosci, ADKAR, Kotter, or other organizational change management frameworks.
  • Experience supporting system implementations, digital health modernization, enterprise technology deployments, or operational transformations.
  • Familiarity with organizational readiness assessments, stakeholder impact assessments, and adoption measurement.
  • Knowledge of federal healthcare operations and healthcare technology environments.

The annual salary range for this position is $74,000.00-$124,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
