We are seeking a Change Governance Analyst II to support the reliable, consistent execution of ICE's enterprise change governance processes. This role focuses on ensuring changes follow established policies, standards, and procedures and will regularly require cross-team collaboration, including engagement with IT leadership and business stakeholders. As an intermediate individual contributor, you will apply a working understanding of Change Governance principles to execute change activities with accuracy, discipline, and sound judgment. The successful candidate will be able to multitask in a dynamic team-based environment, demonstrating strong problem-solving and decision-making abilities, a continuous improvement mindset, and the highest degree of professionalism.
Responsibilities
  • Own and execute daily BAU change governance operations with minimal oversight, including compliance gap identification and escalation
  • Validate AWS, file-level, and database-level changes in accordance with formal governance processes
  • Build and maintain ServiceNow reports and dashboards; monitor KPIs and resolve anomalies proactively
  • Analyze operational data to identify trends and risks, translating insights into actionable recommendations
  • Identify and drive automation opportunities using available tooling (ServiceNow, Power Automate, AI tools, etc.) with minimal reliance on external dev resources
  • Apply governance to the Incident Management process where relevant
  • Assist with maintenance and improvement of governance procedure documents
  • Proactively propose and implement workflow and process improvements using continuous improvement methodology
  • Navigate ambiguity through structured problem-solving and open discussions to convert complex concepts into executable plans
  • Collaborate cross-functionally as a trusted, professional representative of the Change Governance team and help drive continuous improvement initiatives

Knowledge and Experience
  • Bachelor's degree in Engineering, MIS, CIS, or a related discipline
  • 3+ years of experience in a technical role, working directly with engineering, infrastructure, or application teams
  • Proven ability to manage operational responsibilities independently with high accuracy and follow-through
  • Proficiency in data analytics, reporting, and dashboard development
  • Strong analytical and problem-solving skills with ability to identify root causes and implement sound solutions
  • Excellent verbal and written communication skills across diverse audiences
  • Highly organized with the ability to manage multiple concurrent workstreams and reliably deliver on commitments
  • Proficiency in Microsoft Office suite
  • Self-directed, curious learner who proactively expands skills and takes on new challenges

Preferred Knowledge and Experience
  • Hands-on experience in Change Governance, ITSM, or IT governance function
  • Experience using automation tools (e.g., Power Automate, n8n) and AI-assisted techniques to automate tasks and accelerate workflow development.
  • Experience in SQL, Business intelligence, and ServiceNow
  • ITIL 4 Foundation or COBIT 5 certification (or active pursuit of either)
  • Experience contributing to or leading projects with multiple dependencies
  • Experience contributing to or authoring Change Management policies, standards, or governance frameworks
  • Familiarity with AWS change environments or infrastructure-level change validation
