Job description

POSITION SUMMARY
Constellis requires capture leadership to win federal, state, intelligence community, and commercial market opportunities across the range of Constellis' global offerings. Our Capture Leaders are responsible for developing capture campaigns that include comprehensive strategies for customer engagement, teaming, solution development, stakeholder engagement, capture plans, key personnel acquisition, subjection matter expertise, and budget management to maximize Pwin. This position will support proposal and business development teams by creating and vetting win strategies, reviewing proposal content, and supporting other activities as needed.
RESPONSIBILITIES
  • Identify and qualify new business and maintains a pipeline aligned with the annual operating plan
  • Responsible for pipeline identification, qualification and management, opportunity development, capture management, and proposal support
  • Advance assigned opportunities through the business development lifecycle
  • Qualify new business opportunities to include analysis of customer budget, capabilities, customer preferences, competitive environment, and incumbent intelligence gathering
  • Manage full pipeline of opportunities in varying size range including task orders issued under existing IDIQ contracts or other government wide contract vehicles
  • Prepare and implements effective customer call plans
  • Manage customer and stakeholder engagement
  • Prepare detailed competitor analyses
  • Identify qualified teaming partners
  • Develop pricing strategies in coordination with the Pricing Manager
  • Develop and implements effective win strategies and capture plans to profitably grow new business and retain existing business
  • Support development of all proposal volumes, including the cost volume narrative
  • Work closely with the solution and proposal development organization to formulate compelling management and technical solutions and winning proposals and ensure quality and timeliness of all submissions, including technical and cost proposals
  • Collaborate with the project teams on contract performance and customer feedback
  • Coordinate development of communications/marketing campaigns supporting capture efforts

QUALIFICATIONS
  • Bachelor's degree or equivalent professional experience required
  • 4-6 years of capture management experience preferably in physical security
  • Previous project or program management experience (preferred)
  • Multi-disciplined experience leading winning U.S. Government captures (>$50M) for DOD, IC, and international and domestic mission support opportunities
  • Previous project or program management experience (preferred)
  • Familiarity with capture tools (GovWin IQ, Salesforce, etc.)
  • Proficient with government opportunity databases (SAM.gov, FPDS, etc.)
  • Ability to synthesize requirements and present business cases for action/corporate response in a clear, concise, focused manner
  • Effective oral and written communication skills
  • Computer proficient and experienced with the full Microsoft Office suite and Salesforce CRM
  • Security Clearance Eligible, active TS strongly preferred
