ITC Federal is seeking an experienced Capture Manager to lead and manage the pursuit of strategic federal government opportunities from identification through contract award. This role is responsible for developing and executing capture strategies, shaping opportunities, building teaming partnerships, and supporting proposal development efforts to position the company for successful contract wins. The Capture Manager will collaborate closely with executive leadership, business development, operations, and proposal teams to drive competitive solutions and increase win probability across both new business and recompete opportunities. The ideal candidate brings a strong understanding of the federal procurement lifecycle, proven capture leadership experience, and the ability to coordinate cross-functional teams to successfully compete for complex government contracts.

Responsibilities
  • Lead capture activities across the full opportunity lifecycle, including opportunity qualification, teaming strategy, key personnel identification, solution development, and price-to-win analysis.
  • Develop and execute comprehensive capture strategies and shaping plans in collaboration with executive leadership, operations teams, and business development stakeholders.
  • Provide market, customer, and competitive intelligence to guide growth strategy and inform pursuit decisions across the organization.
  • Build and maintain strong relationships with internal leadership, partners, and industry stakeholders to support strategic business objectives and drive profitable growth.
  • Identify, document, and manage all internal and external capture activities, ensuring alignment with corporate growth priorities and pursuit timelines.
  • Lead capture efforts for recompete opportunities, coordinating closely with program leadership to develop win strategies and differentiated solutions.
  • Oversee and support proposal development processes, including planning, compliance, strategy development, scheduling, writing, reviews, and production to ensure high-quality, competitive submissions.
  • Coordinate cross-functional teams throughout the pursuit process, track milestones, communicate status updates to leadership, and implement improvements to increase proposal effectiveness and win probability.

Qualifications
  • Bachelor's degree and 5+ years of experience in Federal Government capture management, including opportunity identification, qualification, capture planning, and proposal support.
  • Demonstrated experience supporting full-and-open and recompete pursuits within the federal contracting environment.
  • Strong understanding of the Federal procurement process, including RFP/RFQ/RFI analysis, compliance requirements, and proposal development.
  • Proven ability to analyze and decompose government solicitations and translate requirements into compliant, competitive proposals.
  • Experience developing capture strategies, win themes, teaming strategies, and price-to-win approaches for complex federal opportunities.
  • Familiarity with NAICS codes, contract vehicles, and federal acquisition strategies relevant to pursuing government contracts.
  • Demonstrated success contributing to and managing winning proposal efforts, including serving as a lead or primary author for proposal sections.
  • Experience with proposal pricing methodologies and strategies in collaboration with finance and pricing teams.
  • Strong written and verbal communication skills, including the ability to develop compelling proposal content and deliver client or leadership presentations.
  • Ability to build and maintain productive relationships with customers, partners, and industry stakeholders.
  • Prior experience supporting DoD and/or Federal Civilian agencies is preferred.
  • Proven ability to manage multiple priorities and work effectively under tight deadlines, including occasional evening or weekend support during active proposal periods.
  • Ability to work both independently and collaboratively within cross-functional teams.
  • Knowledge of proposal best practices, including editing, compliance, graphics coordination, and proposal production processes.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint.
  • Willingness to travel periodically to customer meetings, industry events, and conferences.
