Job description

Prime Response Inc. (PRI), is seeking a full-time Logistics Supervisor to provide Research and Development logistics support for the Logistics Material Control Activity at the Air Force Research Laboratory, Kirtland, AFB, NM. We support government laboratories with lab technicians as well as providing Supply, Shipping and Receiving, and Vehicle Control services. The Logistics Supervisor will report to PRI’s Project Manager and will be #2 in on-site authority.

The main functions of this position include but are not limited to:

  • Develop and implement process improvement plans to optimize processes, ensure customer satisfaction, and measure performance through Key Performance Indicators (KPIs) within the Research and Development Logistics Support (RaDLS) contract for the Logistics Material Control Activity (LMCA).
    • Measurement: The Logistics Operations Manager’s performance will be measured on how they have improved processes and on how they have improved the measurement of workload and quality over those processes
  • Oversee the warehouse, equipment operators, and vehicle control processes and employees, ensuring that all processes and work products meet PWS and Service Summary standards, as well as are performed in accordance with USAF regulations.
    • Measurement: The Logistics Operations Manager’s performance will be measured by looking at whether processes and performance fall within PWS standards and Service Summaries as well on customer satisfaction measurements
  • Develop and implement training and certification matrices across the contract.
    • Measurement: The Logistics Operations Manager’s performance will be measured by the improvement of task coverage through cross-training and cross-utilization and any potential cost avoidance through cross-training and cross-utilization

Additional Duties of this position include:

  • Act as the alternate point of contact for the government when the Contract Manager is absent.
    • Escalate all issues to the Contract Manager and corporate Operations Team.
  • Work closely with key government personnel in the performance of duties to professionally represent the company.
  • Assist in managing customer and employee relations, including following all Collective Bargaining Agreement clauses with Union members.
  • Directly supervising warehouse, shipping and receiving, and Vehicle Control processes and employees.
  • Works with staff to help prioritize actions.
  • Works with staff to develop, record, and track performance metrics
  • The Logistics Operations Manager will coordinate with the PRI Kirtland Contract Manager on specific tasks that cannot be delegated.
  • Project a positive, professional image to our clients through competent, informed, and responsive support to service requirements.
  • Coordinate with warehouse, equipment operators, and vehicle control staff to develop the daily supply workload and performance-based metrics from customer activities; Ensure continued supply support is provided to all customers.
  • Create and maintain a training and certification matrix for all Research and Development Logistics Support employees.
  • Draft and periodically review customer communication templates for staff to use in communicating with end customers.
  • Provide coordination amongst administrative, industrial, and Laboratory Technician operations, ensuring workflow and prioritization are appropriately assigned.
  • Perform on-going evaluation of business processes to identify opportunities for improvement and implement positive transformation.
    • Includes providing daily, weekly, and monthly analysis of management reports generated from systems and processes used by staff to identify problem areas and viable solutions.
  • Implement the Management Internal Controls Toolset (MICT) and Quality Control Plan to assess compliance with Performance Work Statements and referenced policy documents cited within.
  • Ensure personnel maintain proficiency with recurring mandatory training, in addition to executing an internal training program which provides capability depth.
    • Create and maintain a training and certifications matrix listing all Laboratory Technicians and their associated skills, trainings, and certifications, including driving and material handling equipment licenses / certifications.
  • Assist the Contract Manager in ensuring all Deliverables are completed and turned in on time to government POCs;
  • Ensure the communication plan is implemented between Laboratory Technician staff and contract leadership to ensure situational awareness over all upcoming activities and special requirements.
  • In the absence of the Contract Manager, act as a central program point of contact for all AFRL labs with PRI Laboratory Technicians, keeping abreast of upcoming requirements, and assigning Lab Technicians as required to perform specialized taskings.
  • Develop Standard Operating Procedures and Desk Guides as appropriate.
  • Perform and review customer satisfaction surveys received from customers on warehouse, equipment operators, vehicle control and laboratory technician staff work.
  • Implement and enforce contract Safety Plans.
    • Ensure corrective actions are taken to correct deficiencies noted from inspections conducted on warehouse operations.
  • Perform and conduct periodic facility management reviews of all spaces and functional areas occupied by contract and government employees in building 1010.
  • Ensure work order requests provide a clear and concise description and justification of the work.
  • Ensure follow-ups are performed and tracked.


Requirements
  • Minimum of 10 years of demonstrated leadership and managerial experience in a logistics setting
    • Preference is for veterans with Logistics Experience, especially Material Management, Supply, Vehicle Operations, and/or Maintenance experience, for example a retired or separated Logistics Senior Non-Commissioned Officer
  • DoD Contractor experience preferred.
  • Requires an active SECRET clearance or the ability to receive and maintain one.
  • Must have knowledge of:
  • Material accounting procedures
  • Principles of inventory control
  • Concepts of logistics planning and management techniques
  • Fundamentals of distribution
  • Storage and receipt management of property
  • A broad understanding of an interrelated chain of activities involving logistics
  • Standard base supply system, or its equivalent, and knowledge of the controls, programs, and interface capabilities of automated data processing systems to edit transactions and properly code requisitions.
  • Strong and demonstratable leadership style and track record of overseeing successful operations
  • Intermediate knowledge of computer systems and office software such as Microsoft Office is required.
  • Strong organizational skills and ability to multitask.
  • Strong written and verbal communication skills.
