Job description

Nor-Cal Pipeline Services is seeking a highly skilled and proactive Recruiter to join our HR team. This role manages the full recruitment lifecycle across both corporate roles (e.g., accounting, marketing, operations leadership) and field roles (e.g., safety, technical trades, operations) supporting NorCal Pipeline and, as needed, sister companies within Legacy Utility Group. The Recruiter will collaborate closely with department and entity leaders to understand staffing needs, build sourcing strategies suited to each candidate population, and represent the company's Core Values throughout the hiring process.

Essential Duties & Responsibilities

Recruiting Strategy and Planning

  • Design and implement an overall recruiting strategy across corporate and field populations.
  • Work with department and entity leaders on full-cycle recruiting plans, adjusting sourcing approach for corporate vs. field roles.
  • Promote the company's reputation as the best place to work.

Candidate Sourcing and Outreach

  • Source and recruit corporate candidates using Greenhouse, LinkedIn, databases, and social media.
  • Source field and skilled-trades candidates through channels suited to that talent pool — trade schools, CDL/DOT candidate pipelines, industry job boards, and local trade networks.
  • Post job openings to appropriate hiring platforms via Greenhouse.
  • Attend networking events, career fairs, and college recruiting initiatives to build talent pipelines.

Screening and Interviewing

  • Screen candidate resumes and applications in Greenhouse for both corporate and field requisitions.
  • Conduct pre-screening phone interviews using established scripts and scorecards to filter candidates within schedule.
  • Facilitate structured interviews, including panel interviews assessing candidates against our Core Values (Integrity, Teamwork, Think Big), in partnership with hiring managers.
  • Assess applicants' relevant knowledge, skills, soft skills, experience, and aptitudes.

Recruiting Best Practices and Reporting

  • Monitor and apply HR recruiting best practices across all entities supported.
  • Track and report recruiting metrics using Greenhouse, including time-to-fill, source effectiveness, and applicant-to-hire conversion by department and entity.
  • Provide analytical and well-documented recruiting reports to management.

Qualification Requirements


Experience

  • 3 years of experience in recruiting, training, employee retention, or new employee onboarding preferred.
  • Proven work experience as a Recruiter, either as an in-house recruiter or staffing agency recruiter.
  • Experience recruiting for both corporate/professional roles and field/skilled-trades or construction-adjacent roles preferred.
  • Familiarity with construction or utility industry compensation structures, including prevailing wage and certified payroll environments, is a plus.

Recruiting Skills

  • Hands-on experience with phone interviewing and conducting reference checks.
  • Proficient in recruiting software and Human Resource Information Systems (HRIS); Greenhouse experience preferred.
