Job Description:

Parsons is looking for an amazingly talented Senior Operations Technician to join our team! In this role you shall be familiar with contract requirements and the responsibilities of all sections / departments of the contractor performing duties within the scope of work for the Fort Novosel Range Operations and Maintenance Contract.

Serves as the Contractor senior supervisor for range operations and the firing desk in support of the Chief, Training Division by participating in the management and operational functioning of Fort Rucker live fire ranges and training areas. Is the technical authority pertaining to range operations section during training and live fire events.

Responsible for directing and coordinating the full spectrum of range safety functions in the absence of the DAC staff and providing continuity in operations. Works jointly with the Range Branch government staff in the planning, development and execution of the programs, policies and procedures involved in the safe operation of live fire ranges and training areas.

Ensures that range safety requirements are adhered to in the scheduling of range use, maintenance, modification, and installation of ranges and training facilities. Provides safety related input to the Chief, Training Division regarding changes to or new firing requests i.e. combined arms exercises, temporary firing, and testing of prototypes. Make basic determinations regarding the advisability or inadvisability of requested non-standard training, and make recommendations to the Chief, Training Division.

Use communication and interpersonal skills to maximize workforce performance. Possesses a clear understanding of military processes, techniques, and standards. Uses appropriate Army and Installation regulations to provide an oversight of workplans for all training locations under the purview of this contract in accordance with Army and Installation standards. Must be flexible/available for on-call, after-hours emergencies.

Possesses a comprehensive understanding of military training requirements and live fire training events for a wide variety of Army military occupational specialties. Performs other duties as assigned.

What You'll Be Doing:

  • Provides recommendations to Range Operations Leadership for improvements to existing operations.
  • Selects personnel for assignments, provides training and development, and maintains clear and concise work standards and goals. Oversee and track work assignments to completion.
  • Completes performance evaluations, conducts employee counseling, and takes corrective action as necessary.
  • Acts as Security/Emergency Coordinator, supporting continuity plans and maintains local evacuation plans for emergencies.
  • Encourages safe and secure work environment and practices.
  • Ensures adherence to all Range Operations policies & procedures, contractual, ethics and safety standards.
  • Performs other responsibilities associated with this position as may be appropriate.
  • Develop and maintain Standard Operating Procedures covering the Range Control Firing Desk Operations, and Fort Rucker scheduling.
  • Plan and organize work schedules ensuring required tasks are accomplished and a twenty-four hour communications operation capability is provided for Range Operations Personnel.
  • Train, assign duties, discipline, provide administrative support and technical supervision for Range Operations contract personnel.
  • Assist the Range Manager with coordination of Fort Rucker Ranges and training areas ensuring no conflict areas, based on the approved schedule.
  • Provide and submit correspondence, reports, feeder data and information to authorized personnel and offices as required.
  • Ensure a Range Firing Log is prepared for each workday in the week. Review and approve the daily Firing Log prior to distribution.
  • Provide supervision for the Range Facility Management Support System (RFMSS) and the Range Scheduler.

What Required Skills You'll Bring:

  • Bachelor's degree in business administration or 5+ years of related experience in Army Range Operations and Live Fire Training

  • Advanced knowledge of Facilities and Grounds Management

  • Demonstrated leadership and management skills

  • Ability to clearly articulate and deliver work objectives and instructions

  • Ability to prioritize, work effectively under time constraints, and schedule workload to meet deadlines

  • Advanced knowledge of codes/regulations covering Army Range Operations and workers' safety

  • Ability to apply sound business knowledge and judgement

  • Advanced customer service skills with ability to consult, motivate, and negotiate effectively with client groups, vendors, and contractors

  • Advanced organizational and forecasting skills

  • Ability to interact with and influence senior level management

  • Ability to work independently, in a matrix setting (dual reporting), and collaboratively with management team

  • Strong written, verbal, and interpersonal communication skills
