Position Summary
Responsible for the development and implementation of electric, gas, and steam pricing analysis policies and strategies in each of Xcel Energy's jurisdictions. Direct the competitive focus and strategic direction of the Regulatory Pricing & Analysis unit to maintain reasonable returns, meet cost recovery objectives, satisfy customers, adapt to a changing market place and comply with regulatory requirements. Participate in the development of work plans in addition to leading, coaching and developing direct reports and other members of the unit.
Essential Responsibilities
  • Anticipate, develop and ensure effective implementation of pricing analysis strategies that meet the need of Xcel's business units. Direct the work of the Regulatory Pricing & Analysis unit in providing revenue recovery for Xcel Energy's retail jurisdictions. Direct the development of proposals for regulatory proceedings to meet all applicable regulatory requirements to achieve Xcel's strategic goals. Act as the Company's expert witness in regulatory proceedings. Must provide written and oral testimony in adversarial regulatory proceedings.
  • Anticipate and plan for changes in regulation to ensure effective pricing analysis AND cost recovery strategies in dynamic regulatory environment. Oversee the establishment of effective strategies for implementation effective cost recovery strategies in Xcel Energy's jurisdictions.
  • Responsible for acting as chief liaison for Regulatory Pricing & Analysis with senior management, business units, regulatory agencies and external customer groups in multiple jurisdictions to disseminate pricing analysis policy and strategies. Provide leadership at the state and national level on pricing analysis and cost recovery issues, including EEI, NARUC, etc.
  • Direct the development of pricing analysis proposals for rate cases of other related proceedings to meet regulatory requirements in each of Xcel Energy's jurisdictions and to achieve corporate strategic goals. Negotiate with regulatory staffs, public counsel and other interveners to reach settlements or avoid litigation in regulatory proceedings. Requires in-depth knowledge of multi-state regulatory regulations and policies.
  • Overall responsibility for directing the work and resources of the Regulatory Pricing & Analysis area. Responsible for establishing the goals and objectives of this unit and for oversight of the annual budget.
  • Leadership/Management of employees: Effectively attract, recruit, select and retain employees. Manage employee performance through goal setting, feedback, and recognition. Communicate corporate and business area visions, business plans and key objectives. Establish and communicate clear performance expectations. Foster a culture that supports and drives employee development. Create and maintain a professional work environment that encourages growth and personal development opportunities for revenue analysis staff.

Minimum Requirements
- BA/BS degree in Business, Accounting, Economics, Finance or related discipline.
- Minimum of eight years experience in regulatory field required.
- Previous management experience is required.
- Must possess expert knowledge in regulatory policies and procedures, costing and pricing principles, as well as precedent setting orders in multiple jurisdictions.
- Strong organizational, communication, leadership, management and analytical skills are essential.
- Written and oral expert testimony experience required.

The anticipated starting base pay for this position is: $165,000.00 to $190,000.00 per year
