Job Description

THE POSITION
The Homeless Solutions Coordinator will interact frequently with elected and appointed City officials, the community, media, and businesses requiring excellent oral and written communication skills including public speaking; identify unsheltered homeless neighbors through direct street outreach activities and through community referrals from mental health agencies, hospitals, local law enforcement and municipalities and other social service agencies.

Responsibilities of this position require an adjusted work schedule, including working weekend hours to provide Homeless Services coverage throughout the City seven (7) days a week – coverage will be shared between this position and the other Homeless Solutions Coordinator and will not exceed 80- hours in a pay period.

EXAMPLES OF IMPORTANT & ESSENTIAL DUTIES (INCLUDED BUT NOT LIMITED TO)
Essential Duties: (These duties are a representative sample; position assignments may vary.)
  • Effectively execute a variety of outreach strategies by organizing virtual workshops, events, and education/training programs to increase community awareness about the City’s Homeless Action Plan (HAP).
  • Assist in the development and oversight of the administration of the City’s HAP, homelessness projects/programs, including future strategies that are beneficial to the goals and objectives of the City.?
  • Coordinates and participate in the development and implementation of projects, goals, objectives, policies, and priorities.
  • Write, administer, monitor, and oversee contract and grant compliance; prepare and write a variety of reports and grants.
  • Provide written analysis, evaluation, and recommendations regarding homelessness programs and proposals.
  • Maintain and foster collaborative partnerships with City departments, government entities, nonprofit and private sector entities, community groups, service providers, residents, businesses, and the unsheltered community to gain support for program initiatives, solutions, and funding.
  • Perform complex, politically sensitive work with citywide implications.
  • Effectively implement policies and strategies to address the consequences of homelessness that build and support the continuum of services that address homelessness.
  • Identify, prioritize, and resolve problems from residents, businesses, stakeholders, management, and City Council.?
  • Research, seek and apply for funding from various community stakeholders and grants to support implementation of the HAP and homelessness services.; manage various types of funding sources and grant reporting.
  • Prepare analytical reports, staff reports, and public presentations; make presentations to Council, community organizations, and other governmental agencies that support current and future program direction.
  • Present programs and initiatives to City Manager, City Council/Mayor, City staff, and public or civic community groups.
  • Perform related duties and responsibilities as assigned to support the Policy Planning and Housing Division and implement the HAP.

MINIMUM QUALIFICATIONS
Training and Experience (position requirements at entry):
Equivalent to a bachelor’s degree from an accredited college or university with major course work in social sciences, public health, public administration, business administration, planning, or a related field plus four years of responsible professional experience in governmental homeless services, social services or related homeless services; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Knowledge (position requirements at entry):
  • Principles and practices of public administration and governmental structures, including goal setting, program development, implementation, and evaluation;
  • Organization practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned area of responsibility;
  • Program coordination and implementation, strategies, and techniques;
  • Methods and techniques for the development of presentations, business correspondence, and information distribution;
  • Principles and practices of contracts and agreements, contract negotiations, and grants administration;
  • Principles and practices of public relations techniques;
  • Effective communication techniques in working with the media, the public, community groups and others associated with the program area of assignment;
  • Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility;
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff;
  • Principles, practices, operations and theories of homeless services programs and opportunities and related programs;
  • A general knowledge of public housing assistance programs, federal entitlement programs, housing regulations and processes;
  • Social services and homelessness services;
  • Related federal entitlement programs, regulations, and processes; Researching, writing and application for grant and other funding opportunities;
  • Principles and techniques of report preparation;
  • Principles and procedures of record keeping and reporting;
  • Modern office practices, methods, and computer equipment;
  • English usage, spelling, vocabulary, grammar, and punctuation;
  • Operate modern office equipment including computer equipment;
  • Operate a motor vehicle safely.

Skills (position requirements at entry):
  • Perform responsible and difficult homeless services and grant work involving the use of independent judgment and personal initiative;
  • Prepare and deliver effective oral presentations;
  • Interact effectively and sensitively with individuals from diverse backgrounds and those experiencing or those at risk of becoming homeless;
  • Gain cooperation through discussion and persuasion;
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals;
  • Interpret and apply the policies, procedures, laws, and regulations pertaining to assigned programs and functions;
  • Prepare and maintain accurate and complete records;
  • Research, collect, compile, and analyze information and data;
  • Respond to requests and inquiries from the general public, City staff and elected/appointed officials or commissions through management;
  • Plan and organize work to meet schedules and deadlines;
  • Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs;
  • Communicate clearly and concisely, both orally and in writing;
  • Manage and monitor complex projects, on-time, and within budget;
  • Negotiate, prepare, and administer contracts and agreements;
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials;
  • Effectively represent the division and the City in meetings with individuals; governmental agencies; community groups; various business, professional, and regulatory organizations;
  • Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks;
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
