Job Description:

Blue Water Thinking is seeking an experienced and dedicated Senior Delivery Executive to join our team, supporting the Department of Veterans Affairs (VA). The ideal candidate will have a proven track record in managing complex multidisciplinary business, advanced technology, research, or development programs. This role requires a dynamic leader capable of developing cost projections, enforcing work standards, and facilitating integration across directorates to achieve program objectives.

Key Responsibilities:

  • Develop cost projections and report on cost.
  • Formulate and enforce work standards.
  • Assist with integration of work groups and activities across the Directorates.
  • Maintain liaison and direction of lower-level managers, business, and technical staff.
  • Lead cross-functional technical teams to achieve program results.
  • Facilitate planning processes and the development of program plans.
  • Perform enterprise-wide integration planning and interface with other functional systems.
  • Guide planning sessions that result in inputs to both the visual plan and the programmatic integration forum.
  • Manage requirements workflow, business process narrative development, and convert concepts into documentation and presentations.
  • Support the Integrated Master Schedule (IMS) using Microsoft Project.

The position operates on a hybrid work schedule, requiring on-site presence for five days each pay cycle, primarily in the DC metropolitan area, at various identified VA location.

Minimum Qualifications:

  • Bachelor's degree.
  • Minimum 10 years of relevant experience.
  • Demonstrated experience in program/project management and leading cross-functional teams in the government sector.
  • Proficiency in Microsoft Project and experience with Integrated Master Schedule (IMS) development.
  • Strong skills in business process narrative development and conversion of concepts into effective documentation and presentations.

Preferred Qualifications:

  • Advanced degree in business administration, project management, or a related field.
  • Certification in Project Management Professional (PMP) or equivalent.
  • Experience in the VA or similar federal agencies.
  • Knowledge of advanced technology and research program management.
  • Strong communication and leadership skills to effectively coordinate with multidisciplinary teams and stakeholders.

Eligibility:

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role.

Compensation:

Salary for this position is determined by various factors, including but not limited to, location, the candidate's particular combination of knowledge, skills, competencies, and experience, as well as contract specific affordability and organizational requirements.

The proposed salary range for this position is $160,000 - $180,000.
