Job Summary: The Dive Supervisor is responsible for executing diving projects in a safe and efficient manner. The position may require worldwide travel on an emergency call out basis. This position will be expected to work in the facility (8 hours), on board ships at sea (12 hours), and on remote job sites daily. Key Responsibilities:
  • Directly supervise dive projects assigned by the Dive Operations Manager from mobilization through demobilization and final reporting.
  • Communicate regularly with the Dive Operations Manager regarding the status of current project initiatives; obtain guidance and approval as required to advance initiatives.
  • Provide expert advice and consultation on diving projects as requested.
  • Understand and comply with all safety rules and regulations including all relevant governmental regulatory agency regulations, the DMS Dive Safety Manual, and DMS safety policy. Ensure that all rules and regulations are followed.
  • Ensure that all relevant operating instructions, manuals, decompression tables, treatment schedules, and regulatory publications are available at the dive location and are maintained to reflect current changes and/or developments.
  • While on duty, be in immediate control and available to implement emergency procedures. Ensure DMS diving operations are carried out from a suitable and safe location.
  • Assign the duties of all members of the dive team and personally direct them throughout the diving operation.
  • Verify personally that all personnel in the dive team are qualified and physically able to perform tasks assigned, including reassessment of divers prior to each dive.
  • Report all accidents or incidents involving personnel as required by employer rules and relevant governmental regulations to the Dive Operations Manager.
  • Maintain and submit reports required by DMS and relevant government regulations concerning diving operations and equipment maintenance, testing, and repair directly to the Dive Operations Manager.
  • Report project and budget status as required by the Dive Operations Manager in support of DMS policy and contract requirements.
  • Prepare and or assist with job quotes and proposals when directed by the Dive Operations Manager.
  • Be responsible for ensuring a profitable job including daily cost tracking and accountability of material, personnel, and subcontractor cost.
  • Ensure client’s and regulatory agencies’ satisfaction (ABS, D&V, U.S. Coast Guard).
  • Represent the company to various in-house divisions and components as well as to various external customers and entities.
  • Promote and ensure compliance with DMS safety programs and DMS quality management system (QMS), and cognizant company policies, processes, and procedures.
  • Supervise commercial diving operations in accordance with current regulations, including but not limited to OSHA, DoT, USACE, USN regulations, and pertinent state and federal laws.
  • Oversee dive equipment operation, storage and care including associated maintenance and certification.
  • Review and understand the DMS Dive Safety Plans, Emergency Action Plans (EAP), provide reports and video files to the Dive Operations Manager.
  • Supervise the dive team, assign work activities, set goals, monitor performance, and evaluate results.
  • Review Dive Team timecards and submit them on a timely basis to the Dive Operations Manager.
  • Monitor certification and qualifications of divers and report to the Dive Operations Manager.
  • Ensure safe diving operations and provide findings to the Dive Operations Manager.
  • Other duties as assigned.
Skills:
  • Possess sound verbal and written communication skills.
  • Skill in the use of personal computers and related software applications.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Excellent organizational and time management skills.
  • Must demonstrate accuracy and thoroughness.
  • Excellent interpersonal skills and ability to work effectively in a team environment.
  • Current working knowledge of standard dive practices and recognized trade association regulations (OSHA, ADCI, IMCA, USACE, USN).
  • Familiarization with blueprint reading and ship drawings.

Requirements:

  • Ability to lift 50lbs.
  • Ability to perform work in a shop setting and in the field, including work on small craft, barges, and diving.
  • Must be able, and willing, to travel worldwide, on short notice for indefinite periods of time.
  • Significant physical effort is required.
  • Significant exposure to physical risk.
  • Must be able to travel to project sites as needed, including the ability to travel outside of Norfolk, VA area including occasional international travel.
  • Must be eligible for a TWIC.
  • Must possess a valid US Passport.


Education and Experience:

  • High School or GED
  • Graduate of a Navy Diving course (2C, 1C) or professional diving school.
  • US Navy Salvage Diver Training (2C, 1C, MDV, Surface Supplied) or Commercial Dive Training.
  • Project Management Professional (PMP) certification preferred.
  • Eight years of direct experience with air- and mixed-gas diving operations and underwater maintenance or repair operations.
  • Five years of experience in directing divers, ship’s personnel, and support crews in the execution of their duties.
  • 15 + years’ experience in a military or commercial diving role preferred.
  • Experience in the use of diving equipment, decompression chambers, pumps, compressors, welding equipment, etc.
  • Demonstrated experience in acting independently under the most general guidelines and ability to assume complete charge of complex operations, involving specialists in all facets of diving operations to meet planned schedules. Must be able to handle the wide range of actual and potential emergency situations that dive crews may encounter.
