PROJECT ENGINEERS - Project Engineers is considered to support and oversee the activities of the contractors’ work for compliance to schedule, budget, technical specifications, and legal requirement. Resolve design and field construction problems. Attend progress meetings and reports on project status. Expedite design and field changes. Review contractor requests for change, and when appropriate, assist in the preparation of contract change orders/modifications. This position requires an effective team leader who can mentor project team members and foster a working environment where culturally diverse project staff can work cooperatively to deliver the project on-time and on-budget.

The Project Engineer would help establish and maintain job record files for assigned projects per instructions contained in the Project Implementation Manual. The Project Engineer would essentially be responsible for reviewing the contractor's Critical Path Method or bar chart (i.e. Oracle Primavera) progress schedules as applicable and maintaining current, marked-up copies of such schedules. The Project Engineer also is expected to coordinate schedule and progress reviews with Scheduling Engineers, contractor’s representatives, the WMATA Task Manager, and others as required. The Project Engineer needs to prepare and distribute schedule and progress reports based upon projected and actual completion dates for assigned contracts. The Project Engineer would assist construction inspectors and contractor’s representatives in the interpretation or clarification of contract drawings and specifications relative to assigned contracts. The Hybrid position: Project Engineer assists the WMATA Task Manager in reviewing contractor's claims, determining merit of claims, and negotiating cost and/or time adjustments based upon such claims. The Project Engineer prepares change orders and contract modifications in accordance with procedures contained in the Project Implementation Manual. The Project Engineer also assists the Estimating Engineers in preparing cost and/or time estimates for pending change orders and contract modifications. The Project Engineer would review contractor's submittal of shop and working drawings and material samples and distribute them as required. The Project Engineer returns submittals to the contractor with appropriate comments and approval status. The Project Engineer also disseminates such information pertaining to submittals to the field staff, as required.

Typical Duties and Responsibilities

  • Assist in the development of the construction contract packages, and prepare all packages for bidding, proposal evaluation and award recommendations;
  • Coordinate the work with all contractors, and shall be responsible for ensuring all project deliverables are in conformance with the technical specifications of the contract;
  • Communicate to the contractor construction techniques and changes where necessary to enhance job safety as directed by WMATA’s safety department;
  • Participate in routine project progress meetings, readiness review meetings, third-party coordination meetings, design coordination meetings and other construction meetings. Draft up the meeting minutes;
  • Participate in submittal, RFI, RFC, design submittal, claim reviews and responses;
  • Monitor and report on construction progress, and participate in meetings;
  • Ensure compliance with the contractors' and WMATA’s quality programs; and
  • Provide technical scope and justification for contract changes, and complete other tasks assigned by the PM.

Qualifications and Preferred Experience

  • Bachelor’s Degree in construction management or engineering or related field;
  • Possess a PMP, and/or CCM certification is desirable;
  • At least ten (10) years of experience in civil construction with five (5) years in construction of transit projects in the areas of stations, utility relocations & demolition, or track& systems & maintenance of way facilities;
  • A minimum of 5 years demonstrable experience managing large projects and experience with Signal / ATC systems is preferred;
  • Ability to obtain OSHA-10 Construction certification; and
  • Experience as a project engineer on projects valued over $15 million dollars and high public project accountability.

Candidate may be required to work 3 days in New Carrollton, Greenbelt, Md., or Alexandria, Va., offices.
