Job Description: The Master Planner shall provide technical support services assisting the in the Master and Community Planning process and General Engineering and Military Construction MILCON programming areas for the 9th MSC DPW Plans Division.
Duties and Responsibilities:
- Provide technical support in the development of a long-range plan
- Provide support services in the implementation of the Facility Investment Strategy (FIS) and the Capitol Investment Strategy (CIS) by presenting, recommending and highlighting projects
- Provide input regarding impact of proposed budget and program changes on the plan
- Conduct space studies in support of the 9th MSC commander's guidance and provide recommendations during Real Property Management Boards (RPMB)
- Support the bi-annual Real Property Planning Board (RPPB) and Construction Requirements & Review Committee (CRRC) in person
- Coordinate facility requirements with the Force Management (FM) Office
- Provide recommendations and highlight future requirements to assist the Master Planner develop the overall Force Structure and Force Modernization Plans
- Identify the impacts and provide technical inputs for any proposed Force Structure and Force Modernization changes
- Provide assistance in the Master Planner's coordinating the ASIP & RPLANS database manager in order for the 9th MSC staff planners compare data of authorized tenants assigned to the facilities
- Present space requirements using US Army Reserve Engineering Software to display existing shortfalls and recommend plans, timelines, and estimates to meet requirements
- Provide support in the area of military contract construction for the 9th MSC
- Provide technical guidance and assistance on military construction project design and construction
- Provide technical reviews of construction plans engineering specifications & drawings for functional adequacy
- Attend and provide support at planning charrettes and design review meeting
- Perform other duties as assigned
Minimum Qualifications:
- Five (5) years of U.S. Army Master Planning Experience OR three (3) years U.S. Army Master Planning experience
- Bachelor's degree in Architecture, Urban Planning, Engineering, Geography or related discipline from an accredited university
- At least one (1) year of experience with each of the following U.S. Army/Department of Defense Computer Systems
- At least one (1) year of experience with U.S. Army Pacific operations
Other Qualifications:
- Must be able to analyze problems to identify significant factors, gather pertinent data, and recognize solutions
- Must be able to plan and organize work
- Must be able to communicate effectively orally and in writing
- Must be able to work independently and as a team member
