Entry to Mid-Level NEPA and IRP Environmental Protection Specialist

Full-time

Location: 88th RD, Ft Snelling, MN

Description:

Gryphon Environmental is seeking an entry to mid-level environmental protection specialist with National Environmental Policy Act (NEPA) and environmental review due diligence experience. This position will also provide support services to the Installation Restoration Program (IRP) Program Manager through development of draft environmental cleanup guidance, goals, and methods with the coordination of cleanup efforts. You will work with a multi-disciplined team to support the U.S. Army Reserve (USAR), 88th Readiness Division (RD), Department of Public Works staff in management of over 235 Army Reserve properties in 19 states.

Duties and Responsibilities (but are not limited to):

  • Conduct NEPA analysis and apply environmental review expertise on actions to include facility operations, maintenance and repair, renovation, real estate, undertakings that may affect IRP sites and their monitoring and management requirements, and other actions within the Department of Public Works.
  • Prepare NEPA documents such as Record of Environmental Consideration (REC) and applied CATEX requirements.
  • Contribute to and/or prepare Environmental Condition of Property (ECP) reports in accordance with ASTM D6008 (2022). Prior experience with Phase I Environmental Site Assessment (ESA) preparation a plus.
  • Support the IRP Program Manager coordinate engineering review, analysis, comment, and planning for various deliverables, documents, and communications that may be accomplished by phone conversations, written correspondence, meetings, and both on-site and off-site research and execution.
  • Lead/coordinate development of environmental documents, technical memorandums, communication materials, and plans including coordination of IRP projects’ GIS data to be added to the 88th RD map, (i.e., site locations, well locations, remedial system structures, land-use controls, etc.).
  • Lead and perform data collection, research, and technical analysis.
  • Contribute and assist in record management and support knowledge management policies to include updating IRP records in the Administrative Record.
  • Support completion of semi-annual updates of the Army WEBCASS-E database by gathering site specific information and other program details for Defense Environmental Restoration Program (DERP) eligible projects.
  • Track, monitor, and report progress of all assigned projects.

Requirements:

  • Bachelor of Science degree in Biological sciences, Engineering, Geology, or related field is required.
  • Entry-level candidates need to demonstrate strong writing and analytical skills and aptitude for conducting environmental review work based on GPA and course work.
  • Mid-level candidate require approximately three years’ experience preparing NEPA documents and/or conducting environmental review work on construction-type projects.
  • Mid-level candidate should also have two years’ experience working in the IRP field and five years’ experience managing restoration-related projects in the private or government sector.
  • Highly self-motivated and ability to work independently in a flexible work environment.
  • Intellectual curiosity, paired with a high level of organization and attention to detail.
  • Demonstrated problem solving and critical thinking.
  • Self-starters who will take ownership and are able to multi-task.
  • Computer literate and proficient in Microsoft Office, Microsoft SharePoint, and willing and able to learn new software systems specific to the USAR.
  • Occasional travel required to support site visits, meetings, trainings, and inspections to evaluate and assess NEPA projects and compliance and conformance of IRP site monitoring and maintenance agreements as required.

The following specialized skills are a plus:

  • Meet the ASTM E1527 Definition of Environmental Professional and/or experience in preparing Phase I Environmental Site Assessments (ESA).
  • Prior experience in NEPA, Phase I and II Environmental Site Assessments, environmental planning or permitting.
  • Possess and maintain certifications for Environmental Disposal and Liabilities (ED&L) and Remedial Action Cost Engineering and Requirements (RACER) cost estimating software in order to perform annual Peer Reviews of Cost to Complete (CTC) estimates.
  • Experience with the Department of Army Environmental Program or other DoD environmental programs.
  • Familiarity with construction projects and/or civil engineering.
  • Experience monitoring sub-contractors; on sight audit experience.
  • Demonstrate proven project management experience; fiscal planning, creating goals, and hitting objectives. Stakeholder coordination, interactions, and expectation management.
