We are seeking a qualified Telecommunications Analyst to support a large agency/department of the federal government. A successful Telecommunications Analyst has proven experience in the analysis of IT and Telecom business and information environment, activities, and events. He/she must be fully competent in voice communication circuit services in Lumen. The candidate will have experience in finding trends, errors and reviewing data with report writing skills. A talented Telecommunications Analyst has experience in the effective use of data provided by cost estimators to create overall cost versus benefit assessment while considering functional benefits, technical performance, risks, and schedule concerns. The candidate will demonstrate expertise in a variety of the field's concepts, practices, and procedures. He/she will provide consultation and exhibit a wide degree of creativity and latitude. In addition, the candidate will have knowledge of telecom invoicing from telcos, order placement with organizations such as ATT, Lumen Technologies (CenturyLink), Spectrum, Verizon, etc. and work with project team to address discrepancies.

This position is focused on a project providing transition of a federal agency’s data, and voice services currently provided under Networx, WITS, and Regional LSAs over to the Enterprise Infrastructure Services (EIS) contract provider(s). The communications and outreach/engagement will focus on communicating with internal/external stakeholders, tracking projects which may impact EIS, the associated impact analysis of those projects, and change management. Systems and business analysis required to review and validate the initial list of inventory items to develop, manage, and report on the progress of creating the Master Inventory Database. Produce technical requirements validation analysis and documentation of billing and invoice analysis for hand-over to operations phases. Work with program management office (PMO) and other stakeholders to obtain updated vendor quotes or re-validate pricing. Analyzing the data to understand and detect business issues and report on telecommunications service usage. Generate standard or custom reports summarizing business, financial, or economic data for review by executives, managers, clients, and other stakeholders.

Telecommunications Analyst Required Skills:

  • Bachelor's Degree in business discipline OR 8 years of additional relevant experience (in lieu of a degree)
  • 5 years of experience with related projects
  • 3 years experience in the analysis of IT and/or Telecom business and information environment, activities, and events with experience in finding trends, errors and reviewing data with report writing skills
  • 3 years experience of telecom invoicing from telcos, order placement with organizations such as ATT, Lumen Technologies (CenturyLink), Verizon, etc. and work with project team to address discrepancies
  • Fully competent in voice communication circuit services in Lumen
  • Experience in Microsoft Access and Microsoft Excel, specifically having the ability to work with multiple linked spreadsheets, tabs, and PIVOT tables
  • Understand order placement, review of orders, and database search with report generation using Excel/Access tools
  • Experienced with entire Microsoft Office Suite
  • Utilize prescribed templates and/or systems for entering data for order processing, as may be required or allowed according to federal agency’s regulation
  • Excellent verbal and written English communication skills, including technical documentation and presentations to the customer and/or executive staff
  • Use of Microsoft Outlook, LiveMeeting, and Skype for Business the agency teleconferencing system and/or compatible automated tools/products
  • Strong aptitude to learn and adapt to technology
  • Detail oriented with strong analytical and organizational skills
  • Excellent interpersonal skills and ability to work collaboratively in dynamic team environment
  • Knowledge of Voice over IP (VoIP) phone systems (e.g. Avaya, Cisco) and for on campus and enterprise-wide systems

Preferred Skills:

  • Ability to analyze telecommunications services data repositories including OSS, ETEMS, GSA reported data, and other related databases of the federal agency transitioning of data and voice services to an EIS vendor (service provider).
  • Familiarity with GSA’s inventory of agency services ordered in the All Agency Inventory (AAI), VA’s Operational Support System (OSS), Enterprise Telecommunications Expense Management System (ETEMS).
  • Knowledge of Conexus – provides access the new GSA Telecom Expense Management System (TEMS) tool which supports EIS post-acquisition activities. Conexus is used to manage agency funding, place and track Service Orders (SOs) to EIS awarded contractors, view and reconcile monthly vendor invoices, track Conexus recommended disputes, view inventory, and create and download reports.
  • Experience supporting Federal clients.
  • Experience supporting Department of Veterans Affairs.
