JOB DESCRIPTION

Job Title: Shelter Program Manager

Program/Dept: CAPSC Home For Now

Reports To: Community Services Director

FLSA Status: Full-Time/Exempt

Probationary Period: Ninety (90) days

Work Schedule: 40 hours/week

Salary Range: Updated annually

GENERAL DESCRIPTION

Under the supervision of the Community Services Director, the Shelter Program Manager is responsible for overseeing the day-to-day operational needs of the CAPSC Home For Now shelter, ensuring the completion of all program objectives, adherence to agency rules and regulations, and the safety and cleanliness of the shelter at all times.

EDUCATION and/or EXPERIENCE

Bachelor’s degree or equivalent; or three to five years related social work and/or non-profit program management experience and/or training; or equivalent combination of education and experience. Human services experience dealing with issues unique to homelessness, substance abuse, mental health, and physical disabilities preferred. Specific knowledge and experience with addiction and recovery is also preferred.

DUTIES AND RESPONSIBILITIES

• Oversees the shelter operational day-to-day activities including development, planning, and implementation of all program components; building operations and maintenance oversight; and all other Shelter activities.

• Prepares and oversees shelter work schedule of staff to ensure staffing requirements are met.

• Ready to address immediate needs and emergencies as they arise, including outside normal working hours.

• Manages the Shelter supplies through routine inventories, supply lists, and purchasing communications as appropriate.

• Supervises guest activities ensuring the timely response to questions and concerns is completed in accordance with requirements, rules, and regulations.

• Oversees the approval/denial of guest and resident terminations as outlined in the policies and procedures and the coordination of bed assignments, and other daily Shelter-related routines.

• Ensures new guests receive and understand program requirements, rules, and regulations.

• Ensures all shelter and surrounding community issues including those that foster disharmony, harm to self or others, or criminal activity are addressed in a professional, appropriate, and timely manner.

• Reviews all written violations, incident reports, and staff log narratives for appropriateness, completion, and follow up with guests, staff, and other members of the Leadership Team as necessary.

• Documents and notifies the Community Services Director of guest concerns, potential workflow problems, and/or any exceptions to policy that could impact program flow and security as appropriate.

• Maintains knowledge of fire, safety, health, emergency, and work standards to ensure a safe and positive environment for all.

• Ensures agency programs are available to eligible people regardless of religious belief or affiliation, race, color, national origin, handicap, or sexual orientation.

• Updates approved forms and manuals as directed.

• Maintains up-to-date local and regional resource information and disseminates it to staff as appropriate.

• Supports community engagement and collaboration by developing relationships with other service providers.

• Maintains an updated resource binder outlining all pertinent mental health, medical, housing, employment, and other resources for homeless individuals in Strafford County.

• Attend training courses to stay up to date on best practice standards.

• Serves as liaison between CAPSC Homeless Center of Strafford County and other social services and/or public safety agencies.

• Oversees the timely collection and entry of data by the CAPSC HCSC team.

• Attends community meetings as requested by CAPSC.

• In coordination with the Chief Program Officer (CPO), Community Services Director, and other members of the Leadership team, develops and oversees the shelter budget.

• Completes and maintains current health and safety training including First Aid, CPR and Naloxone Administration training.

• Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

• Oversee shelter staff and volunteers.

• Speaks to community groups to explain and interpret agency purposes, programs, and policies.

• Monitors and evaluates program compliance and procedures in accordance with relevant funding streams and CAPSC policies in coordination with the CPO and Community Services Director.

• Acts as a resource to agency staff and other community programs regarding the interpretation of program-related federal, state, and county regulations and policies related to community services programming.

• Strong commitment to maintaining confidentiality.

• Plans, assigns, coordinates, organizes and prioritizes work.

EMPLOYMENT SCREENING

Valid Driver's License and insured vehicle (100/300 minimum coverage) for use on the job or acceptable alternative, driving record check, criminal record check, randomized drug screening.

Head Start, Early Head Start, Childcare, and Home Visiting Programs are also subject to the following: Head Start and childcare licensing requires a criminal record check and finger printing to be completed prior to employment. An initial physical examination record, including a TB screening must be obtained within 60 days of hire, updated every three years, and kept on file with Human Resources. If a TB screening indicates high risk, results of a TB test must be kept on file including any treatment received. An initial driving record check will be conducted. License information will also be submitted to the agency’s automobile insurance carrier.
