Job Description

Job Summary: The Section 8 Inspector is responsible for conducting inspections of housing units participating in the Section 8 Housing Choice Voucher Program administered by the Housing Authority of the City of Elizabeth. This role involves ensuring that housing units meet the housing standards set forth by the U.S. Department of Housing and Urban Development (HUD). The Section 8 Inspector plays a crucial role in ensuring that program participants have access to safe, decent, and sanitary housing.

Responsibilities:

  • Conduct thorough inspections of housing units to assess their compliance with the HUD-established standards.
  • Verify that housing units meet the requirements for health, safety, and physical condition set forth by the Section 8 program.
  • Perform initial inspections for new participants entering the Section 8 program and annual and special inspections for ongoing compliance.
  • Document inspection findings, noting any violations or deficiencies, and communicate them to property owners and program participants.
  • Provide guidance and support to property owners and participants on necessary repairs and actions required to bring units into compliance.
  • Conduct re-inspections to ensure that identified deficiencies have been resolved within the specified timeframes.
  • Maintain accurate records and documentation of inspections, violations, and corrective actions taken.
  • Collaborate with property owners, program participants, and Housing Authority staff to address inspection-related inquiries and concerns.
  • Stay up-to-date with changes in HUD regulations and requirements, attending training sessions and workshops as necessary.
  • Assist in maintaining a positive working relationship with property owners and program participants, promoting understanding of requirements and program objectives.

Qualifications:

  • Valid driver's license and ability to travel between properties as required.
  • High school diploma or equivalent; additional certification in housing inspection, building codes, or a related field is preferred.
  • Previous experience in housing inspections, particularly with building inspection, construction or construction inspection preferred.
  • Familiarity with local, state, and federal regulations governing rental housing and property maintenance.
  • Strong attention to detail and the ability to assess housing units accurately for compliance with HQS.
  • Excellent communication and interpersonal skills to effectively interact with property owners, program participants, and colleagues.
  • Ability to explain complex regulations and requirements in a clear and concise manner.
  • Proficient computer skills, including experience with inspection software and report writing.
