Job Description

The position is located in Sells, AZ.

Position Summary:

Under limited supervision, performs inspections of buildings and workmanship of contractors and ensures quality and compliance with the International Code Council (ICC) and other related codes, ordinances and regulations adopted by the Tohono O'odham Nation.

The work is normally reviewed upon completion to ensure compliance with general organization/ department goals, policies and procedures. Major work activities are covered by procedures or guidelines permitting flexibility in selecting methods to utilize and procedures to follow, determination of work priorities, and the planning and coordination of projects.

Essential Duties and Responsibilities:

  • Inspects residential dwellings, commercial buildings, public facilities, swimming pools, and appurtenances in the process of construction, alteration, or repair for compliance with the appropriate code and/or ordinances and Americans with Disabilities Act (ADA).
  • Inspects mobile homes and modular homes for installation, blocking, tie downs, skirting, utility hookups, and setbacks; makes thorough final inspections prior to issuance of certificate of occupancy.
  • Participates in contractor's meetings and coordinates Building Codes & Standards meetings for the Tohono O'odham Nation.
  • Investigates complaints regarding unauthorized or unsafe building use or construction; determines appropriate action to ensure compliance.
  • Accesses data and information in order to research building permits and inspection records.
  • Detects hazardous situations on construction sites and inspects audible fire alarms for proper functioning.
  • Investigates septic tank hazards; performs plumbing pressure testing and gas pressure test verifications.
  • Utilizes and analyzes instructions such as blue prints, schematic drawings, layouts, or building plans and technical data/drawings in order to verify that construction complies with approved document.
  • Responds to emergencies and citizen requests to investigate alleged fire and/or land use ordinance/code violations as requested.
  • Maintains all appropriate documentation related to inspections, recommendations, and corrective action; generates reports as required.
  • Maintains accurate documentation related to mileage, consumption of gas, oil, and other service related products.
  • Maintains professional knowledge by conducting research, attending seminars, educational workshops, classes and conferences; conferring with representatives of contracting agencies and related organizations.
  • Performs other job related duties as assigned and contributes to a team effort.

Knowledge, Skills, and Abilities:

  • Knowledge of the Tohono O'odham culture, customs, and traditions.
  • Knowledge of applicable federal, state, tribal laws, regulations and requirements.
  • Knowledge of the Occupational Safety and Health Act (OSHA).
  • Knowledge of practices, procedures, methods and equipment pertaining to building and related subjects (wells, zoning, etc.).
  • Knowledge of mathematical principles required to perform related technical calculations.
  • Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures.
  • Knowledge of design techniques, tools and principals involved in production of precision technical plans, blueprints, drawings, and models.
  • Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
  • Skill in operating various word-processing, spreadsheets, and database software programs.
  • Skill in preparing, reviewing, and analyzing operational reports.
  • Skill in providing superior customer service to external and internal customers.
  • Skill in making final inspections prior to issuance of certificate of occupancy.
  • Ability to inspect residential dwellings, public facilities, commercial buildings, swimming pools, and appurtenances in the process of new construction, alteration, or repair for compliance with appropriate electrical, mechanical, uniform fire, and other applicable codes and/or ordinances.
  • Ability to investigate complaints regarding unauthorized or unsafe building use or construction, determine appropriate action, and follow through for compliance.
  • Ability to compare and/or monitor data on charts/graphs for selecting building material sizes.
  • Ability to inspect and analyze building conditions, construction and code violations, in order to make recommendations in a written report to management regarding status and findings of investigation and requirements to resolve problems.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to exercise independent judgement.
  • Ability to establish and maintain positive and effective working relationships with other employees and the general public.
  • Ability to interpret applicable federal, state, county and local laws, regulations, and requirements.
  • Ability to work independently and meet strict time lines.
  • Ability to maintain privileged confidential information.
  • Ability to work extended hours and various work schedules.

Minimum Qualifications:

  • High School Diploma or General Education Diploma and, and three years' work experience in construction trade with extensive customer contact in construction industry or building inspections field; or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position.


Licenses, Certifications, Special Requirements:

  • Must possess a current International Code Council Building or Residential Inspector certification.
  • Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.
  • May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years).
  • If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
  • Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
