We are in search of a competent leader to oversee the Authority's automatic train control systems maintenance team. The ideal candidate should have extensive technical knowledge and practical experience in developing mission assurance procedures, analyzing and correcting fault conditions, instructing maintenance personnel, and maintaining collaborative strategic partnerships. Moreover, the candidate should possess excellent leadership, management, and administrative skills to envision and deliver organizational change.

MINIMUM QUALIFICATIONS

Education

  • Bachelor’s degree in Civil Engineering, Mechanical Engineer, Electrical Engineering, or related field.
    • In lieu of a bachelor’s degree, a high school diploma/GED and an Associate’s degree, or Technical skills program completion and two (2) years of supervisory maintenance experience, in addition to the experience stated below, will be considered.

Experience

  • A minimum of ten (10) years of experience in maintenance management, preferably in train, signaling or communication systems.

SUMMARY

The Director, Communications and Signal Maintenance is a member of the senior leadership team within Communications & Signaling and is responsible for the effective management of the Automatic Train Control and the Communication Systems maintenance programs and associated teams. The incumbent plans, schedules, manages, coordinates, and directs the Authority’s overall systems maintenance programs for the communications and signaling department, ensuring that all are maintained in a state of good repair.

ESSENTIAL FUNCTIONS

  • Provides leadership, direction, and operational management of activities in communications and signaling to ensure comprehensive emergency preparedness, crisis management and alignment with the goals set by senior leadership and the Authority.
  • Evaluates, develops, and effectively manages the implementation of preventive, corrective, and overhaul maintenance programs for all equipment maintained by the communications and signaling team. Ensures system infrastructure and equipment are in a state of good repair.
  • Establishes and communicates operating rules and regulations and assists in the planning, development, management, and implementation of policies. Ensures the enforcement of safety and security policies and programs through review and analysis of problems, or potential problem areas, to ascertain the need for operational and/or policy changes.
  • Develops and manages the implementation of contingency plans in the event of an emergency and ensures that all WMATA systems are maintained at the highest operating Standards and in accordance with all regulatory codes. Ensures that properly trained personnel and appropriate equipment is always available to respond.
  • Prepares short and long-term forecasts for maintenance operational activities, budget, and other management purposes. Ensures production efficiency and estimates staffing and material requirements and equipment improvement needs.
  • Develops scheduling and control procedures for maintenance and coordinates maintenance activities, within the communications and signaling department. Ensures the equipment meets and complies with Americans with Disabilities Act (ADA) requirements.
  • Manages, supervises, and evaluates assigned personnel to include applicant selection, disciplinary actions, and resolution of grievances to ensure hiring practices are fair and to enforce the rules and regulations set by the Authority.
  • Establishes and maintains responsive and cooperative relationships with internal support services and builds effective relationships with other groups throughout the organization to ensure effective collaboration and support departments Authority-wide. 
  • Prepares and presents oral and/or written reports/recommendations to Authority Management, as directed by department leadership. Conducts special studies and investigations and acts as a trouble shooter or special projects officer as directed to ensure high level communication/reports are prepared and distributed to senior leadership.
  • Ensures the safety of employees and that hazards in the work environment are corrected promptly.
