Description
This is administrative and supervisory work to direct the schedules and activities of the ITS and Traffic Signal Operations Unit in the Engineering Division of the Public Works Department. This requires leadership and communications skills, and a high level of technical competency in traffic signal computers and electronics. The work includes planning, organizing, and supervising the technical and skill activities required for public safety in the primary area of traffic signals and traffic signal systems maintenance and repair as well as the signing and striping that is required at signalized intersections. This position is in the Traffic Systems workgroup which is under the Traffic Engineering /Traffic Operations Manager of the Public Works Department.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)
Develops or assists with the development of internal plans for construction of new traffic signals, maintenance, and repair of existing traffic signals and related equipment. Reviews new equipment specifications for adherence to County criteria. Reviews traffic signal project plans for signals, signing, and striping details.
Ensures that all traffic signal devices are designed, installed, repaired, operated, and maintained to federal, state and county specifications.
Reviews traffic signal plan sets and prepares written/oral reports and recommendations.
Provides information and assistance to the county traffic engineers, development review engineers, and capital improvement engineers as needed as well as other county staff, public agencies, and the public.
Oversees the contract administration for traffic signal maintenance and contract support for traffic engineering projects.
Maintains current traffic signal location and equipment inventories. Maintains and updates county standards and specifications for traffic signals. Determines the need for and purchases the materials required for spares and training. Maintains inventory of traffic signal materials/parts on hand. Maintains Douglas County traffic signal maintenance records.
Maintains records of field inventory maps showing the location and size of conduits and the type of communications wire (copper and fiber).
Prepare and manages work orders for signal work by county crews or contractors and implements work orders prepared by the Traffic Engineering / Traffic Operations Manager or Traffic Signal Systems Supervisor addressing materials, priorities, and scheduling.
May provide support in directing the activities of various contractors or consultants doing traffic signal design, traffic signal construction, etc for the county.
Supervises traffic signal technicians, temporary personnel, and others as assigned.
Maintains the time sheet records of the employees of the Traffic Signal Operations Unit.
Position may serve as part of the on-call staff for emergencies.
Performs other duties as assigned.
Minimum Qualifications
EDUCATION and/or EXPERIENCE:
  • A high school diploma or GED is required
  • Eight years of field experience or education involving the MUTCD including the design, installation, operation and maintenance of traffic signals, including the required signs and striping.
  • Two years of supervisory experience.
  • Knowledge and/or experience in fiber optics and radio communications preferred.
  • A combination of education and experience may be considered.

CERTIFICATIONS, LICENSES, & REGISTRATIONS:
  • Must possess a valid Colorado Driver's License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.
  • State of Colorado Class 'B' Commercial Driver License is preferred. If obtained, must meet the Department of Transportation physical exam and drug and alcohol testing requirements.
  • Requires IMSA Level I Signs & Markings Certification (Level II preferred)
    • IMSA Level I Signals Certification
    • IMSA Level II - Traffic Signal Technician (Bench)
    • IMSA Level II - Traffic Signal Electrician (Field)
    • ATTSA or IMSA Traffic Control Technician (TCT) and Traffic Control Supervisor (TCS) Certification
    • IMSA Level III Signals preferred.
